Dexis is seeking an experienced Senior Data Management Specialist for a current contract with the Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL), Office of Western Hemisphere Programs (WHP). This is a long-term position.


  • Assess the data management needs and make recommendations for a data management and storage system for all performance data developed under this project. The system should meet client needs, and automatically transfer data between documents, reporting templates, and data management/storage systems.
  • Develop SOPs for each task under the data management system: PMDF, DCT, and DDF development, data collection and reporting, data cleaning, data input, using the database to generate reports, etc. With input from INL/WHP and Posts, design a database using a commercially available system, along with the corresponding reporting templates to be used for data collection
  • Assist M&E Specialists in the design of Data Collection Tools to ensure compatibility with the data management system.
  • Develop a data collection and reporting cycle and coordinate data collection and input across all M&E Specialists. Notify responsible parties of their reporting responsibilities, track their submissions to ensure deadlines are being met, and assist with data entry and transfer of existing data as needed.
  • Provide final data quality check, monitoring data for accuracy, completeness, redundancies, and provide user assistance to M&E task order employees and program officers.
  • Generate reports and analytics as requested from INL and as defined in the SOW.
  • Develop training materials for project stakeholders, including both project staff as well as INL staff; develop a training plan to train those stakeholders; and deliver training as needed. Support transition planning near the end of the contract to ensure a sustainable handover of the data management system to INL.


  • At least four years of experience in Microsoft SharePoint site design and maintenance
  • Highly skilled in using Microsoft Excel and/or Access to store and analyze data
  • US Citizen or Foreign National
  • Demonstrate high-level of understanding of data visualization and reporting using Microsoft Excel and/or Access
  • Highly skilled in using data analysis and producing quality descriptive data visualizations, ideally using Microsoft Business Intelligence or other relevant data visualization software
  • Data warehousing, business intelligence and/or information management concepts skills
  • Highly skilled in using Macros and similar functions
  • Demonstrate high-level of understanding of statistical analysis and software such as SPSS or STATA
  • Skilled in using visualization and reporting software such as Microsoft BI, Micro strategy, Tableau, and ArcGIS
  • Ability to present results in written reports
  • Based in the D.C. metro area and able to work in the INL/WHP office space
  • FSI Level 4/4 English or equivalent
  • Candidate must have a current Secret security clearance.
  • Demonstrated supervisory experience

Preferred Qualifications:

  • Bachelor’s degree required; Master’s degree preferred
  • Experience working with computer algorithms and/or computer programing languages
  • Knowledge of C, C++, Java, embedding language, and HTML
  • Knowledge of survey design and implementation and/or qualitative in-person interviews
  • Knowledge of technical writing or report production
  • Knowledge and/or experience working in the Western Hemisphere
  • Knowledge or experience with additional international narcotics and law enforcement- related programs
  • Experience supporting the U.S. Department of State, Department of Justice, USAID or other similar government partners
  • Experience supporting Non-Governmental Organizations
  • Spanish, French, or Dutch language skills
