Job Title: Senior Director, Global Access
Location: New York City
Reports to: Vice President, Global Access and Market Insights
Position Summary:
Reporting to the Vice President, Global Access and Market Insights this position will be responsible for the development and operationalization of IAVI’s global access strategies to help ensure timely and broad access to HIV vaccines, HIV biomedical prevention technologies, TB vaccines and other innovations for those populations who need them the most. IAVI works with local research institutions in five countries in Africa and India to plan and implement research and development including clinical trials and related epidemiology, end-user research, community engagement and policy and advocacy. Much of this work is conducted with at risk populations, such as men who have sex with men (MSM), female sex workers (FSW), fishing communities and adolescents.


The incumbent will have key responsibilities in several areas, including developing global access plans for each product candidate supported by IAVI in collaboration with development partners, convening key stakeholders and support consultations to understand access needs and facilitate solutions, ensuring a robust understanding of end-users’ preferences and their environmental context and supporting fundraising to secure resources for access planning and implementation. He/she will lead key aspects of this work, ranging from developing objectives, undertaking analysis of policies and practices, leading execution of access initiatives, providing guidance and direction to regional teams and partners and monitoring progress and re-directing as needed.


Responsibilities will include oversight of contractors, consultants, and other staff; development and oversight of work-plans and budgets (both internal and donor-specific); reporting of achievements and lessons learned; and representing IAVI’s mission, scientific strategy, network and value as a partner externally. The candidate will work closely with IAVI’s R&D, Policy, Communications organizations and Regional Offices in Africa and India as well as a broad network of partners to help ensure that the needs of communities most affected by the AIDS and TB epidemics are integrated throughout product development.

Key Responsibilities:

Overall

• Lead development and implementation of IAVI’s access strategies to help ensure broad and timely availability and affordability of innovations supported by IAVI. These innovations include HIV biomedical prevention approaches such as antibodies, long acting anti-retroviral drugs for HIV, HIV vaccines and TB vaccines.
• In collaboration with R&D and other key groups at IAVI, guide both internal staff and external consultants/partners in key aspects of access implementation
• Champion the generation of evidence throughout product development that will enable future access (e.g. user acceptability, health economic data, feasibility, programmatic suitability, etc.)
• Help build out the nascent global access function at IAVI to meet long term goals and objectives


Strategy and Planning
• Develop global access plans for each product candidate supported by IAVI, in collaboration with R&D and development partners, with a focus on policy recommendations, pricing, financing/procurement and health systems delivery
• Ensure integration of access objectives throughout the product development continuum by contributing to product development documents and strategies including Target Product Profiles, Product Development Plans, Prescribing information, Clinical and regulatory strategies, etc., in close collaboration with R&D functions at IAVI
• Lead development of health economic models, pricing and contracting strategies and the articulation of the public health value proposition for HIV and TB prevention
• Develop and oversee work plans, budgets, and reporting and/or monitoring and evaluation systems (both internal and donor-specific).

Stakeholder Engagement and Communications
• Convene key stakeholders and/or support consultations to identify access needs and facilitate solutions
• Identify evidence needed for effective public policy making and explore potential public policy pathways to accelerate access to IAVI’s innovations
• Strengthen existing relationships with leading global health organizations that share IAVI’s access goals (e.g. WHO, CDC, UNAIDS, the Global Fund, GAVI and UNICEF, etc.), government agencies, industry, product development partnerships and academia
• Seek and manage external input into access strategies through engagement with IAVI Board of Directors, existing advisory groups at IAVI or the creation of an advisory board or other advisory mechanisms
• Advance IAVI’s access objectives at the regional and national levels in collaboration with Communications, Policy and Regional/Country offices
• Champion IAVI’s mission, scientific strategy, network, value as a partner and positions on access internally and externally

Implementation
• Consistent with the global access framework, develop and implement access initiatives (e.g. generate evidence for WHO and national recommendations/guidelines for product use)
• Lead the design and execution of end-user and other market research projects to inform product development plans and enable global access through a robust understanding of needs, preferences and behaviors

Funding
• Contribute to expressions of interest, proposals, work plans, MOUs and other funding opportunities to secure resources for access planning and implementation

We recognize each candidate brings a unique set of skills and expertise and therefore we prioritize the following core competencies:

Experience and Skills:

• More than ten years of professional experience in product commercialization, global market access, public policy, public health or global health; experience with vaccines, HIV/AIDS or TB preferred.
• Advanced degree in Public Health, Global Health, International Policy, Health Economics or a Science related field.
• Demonstrated experience engaging Global and National organizations (e.g. WHO, CDC, UNAIDS, Global Fund, UNITAID, CHAI, BMGF, national governments and national policy making organizations) to formulate health policies, recommendations for use, financing and/or procurement
• Market research, end-user research, socio-behavioral research, market analytics and health economics expertise highly desired.
• Industry experience a plus.
• Healthcare experience with Low / Middle Income Countries (LMIC) with a focus on Sub Saharan Africa and India is desired
• Excellent judgment, proven ability and skills to present programs to all audiences ranging from high level political organizations to lay community groups.
• Strong organizational and communications skills with proven experience in fostering collaborations and building coalitions.
• Established track record of managing teams and projects, supervising staff, and ensuring that key activities are completed within deadlines and budgets.
• Strong interpersonal and intercultural skills and experience, and ability to work collaboratively with colleagues from a wide range of disciplines, countries and cultures.
• Track record as a strong strategic & conceptual thinker who can drive quickly to a clear and concise synthesis of even the most complex issues and concepts

Travel – up to 20% of time.
