DevTech Systems, Inc. (DevTech), a small international development consulting firm based in Arlington, VA, is seeking a Senior Education Advisor. The Senior Education Advisor will be responsible for defining and delivering education programming as part of DevTech’s wider education strategy. The Senior Education Advisor plays the lead role in ensuring the design, implementation and monitoring of high quality education programs, developing new business in the education sector and actively representing DevTech at industry forums.
The Senior Education Advisor provides technical leadership in our work in the education sector, which includes education implementation projects, education related evaluation projects (including Early Grade Reading Assessments), and broader education related monitoring and evaluation activities. S/he will be responsible for developing clear strategic and operations plans, and developing new business in the education practice. S/he will have primary responsibility for advising DevTech senior management on trends in education, provide technical input on projects, serve as the technical backstop projects, and contribute to and/or manage business development efforts relevant to DevTech’s education portfolio.
Essential responsibilities:
- Provide overall strategic leadership and management of DevTech education portfolio.
- Provide leadership, management, and technical assistance for education program design, delivery and management of education portfolio and education related activities.
- Provide technical leadership, capacity building and short-term technical assistance to field programs.
- Contribute to the design of comprehensive education strategies including factors and conditions that lead to better access and student performance in the developing context.
- Identify areas of growth for the DevTech education portfolio through active engagement in the USAID education community and responding to requests for proposals;
- Participate in bid strategy, preparation and delivery and at times serve as bid manager, technical writer and/or final proposal reviewer
- Take short-term overseas technical assignments in support of DevTech education projects in the relevant areas such as early grade reading, capacity building, teacher training, monitoring and evaluation, or community engagement.
- Contribute to building the evidence from our work and disseminating this among key audiences.
- Maintain an up-to-date overview of the education market and develop relationships with clients such as USAID, education partners and technical working groups.
- Deliver presentations and serve as a corporate representative for DevTech in meetings and workshops to raise awareness and expand DevTech’s networks.
- Participate in relevant conferences, workshops, and meetings; prepare briefing notes and write summary reports, as necessary
- Respond to technical requests for DevTech projects/contracts.
- Create outreach material to leverage our exposure as leaders in technical education expertise.
- Lead technical writing, editing and quality assurance of proposals and other DevTech documents as assigned.
Qualifications and Experience:
- Master’s in education.
- At least 10 years of experience in technical direction of international education programs.
- In-depth knowledge of basic education and early grade reading with a specific strength in one or two areas below: education system improvement, capacity building, monitoring and evaluation, teacher training, material development school governance, education policy, education assessment or community engagement.
- Demonstrate the technical leadership to manage professionals and quality control of the technical deliverables to a higher standard and a timely manner.
- Comprehensive understanding on USAID education strategies and the current trends in international development.
- Very good network established with USAID, key partners of USAID and consultants working in the relevant areas.
- Strong technical writing skills and experience in editing and reviewing field reports.
- Strong written and verbal communication skills, comfortable with public speaking.
- Fluency in written and spoken English.
- Proposal development experience and ability to demonstrate contribution to a successful proposal.
Desirable:
- Fluency in written and spoken Spanish.
