Ebola Pillar II MEL Activity Description: USAID’s Ebola Pillar II efforts - mitigating second-order impacts including blunting the economic, social and political consequences in the region – has four sub-components: 1) food security; 2) recovery of health systems and non-Ebola emergency health services, 3) governance and economic crisis mitigation (GECM), and 4) innovation, technology and partnership. These four components, listed in the USAID Africa Bureau’s M&E Framework for Pillar II, include mutually supportive interventions in six sectors or thematic areas: agriculture and food security; health services and systems; education; governance; economic crisis mitigation; and information, communication and technology.

The IBTCI consortium working on Ebola Pillar II MEL will achieve the following:

  1. ensure that the activities associated with Pillar II are well documented, monitored and evaluated;
  2. Ebola Pillar II efforts evolution, progress and results are properly accounted for, understood, and;
  3. Any lessons learned will inform future USG programming and implementation of Ebola work and potentially other infectious diseases.


Essential Duties/Tasks and Responsibilities:

  • Work closely with the Evaluation Team (ET) at IBTCI home office (HO) and with the country team to lead the Ebola Pillar II Performance Evaluation 2 (PE2) in Guinea.
  • Update the desk review of Guinea-relevant documents.
  • Lead the PE2 evaluation activities in Guinea, including providing feedback on the qualitative data collection tools, data management and quality assurance and other related tasks.
  • Conduct a limited number of in-country key informant interviews (KIIs) and focus group discussions (FGDs).
  • Draft country-relevant sections of the PE2 final evaluation report.

The period of performance is roughly 40 working days over the course of August 27, 2018 – April 30, 2019.

Required Knowledge, Skills and Abilities:

  • A master’s or higher degree in public health, social sciences, demography, evaluation, economics, public policy, or a relevant field.
  • At least ten (10) years of experience in designing and conducting evaluations of interventions in developing countries. Experience in Guinea is desirable.
  • Prior USAID experience and knowledge of USAID MEL policies, experience working with local government officials and other stakeholders, capacity building and training experience.
  • Analytical skills and knowledge of statistical and/or qualitative software packages such as STATA or SPSS, Atlas.ti or NVivo.
  • Excellent organization and project management skills.
  • Strong written communication skills.
  • Energetic, innovative, problem solver, and results oriented.
  • Ability to prioritize tasks in a fast-paced and changing environment.
  • Written and oral proficiency in English and French.

Supervisory Responsibility: N/A

Travel: Limited travel to Guinea (less than one month)
