Turkmenistan Resident Mission

1. JOB PURPOSE:

To assist in the areas of financial management, control, and reporting, and assist in general office administration, and personnel administration follow-ups.

2. EXPECTED OUTCOMES:

Finance/Accounting Functions

Prepares and review Mission Authorization Requests (MARs) and Mission Authorization Business Travel Requests (MA-BTRs), and Requests for Reimbursement of Business Travel (RRBT) for Resident Mission (RM) staff.

Carries out RM’s daily/periodic banking functions (deposits, withdrawals, and reconciliation) and disbursements for RM’s operational and administrative activities including, but not limited to, payment of staff salaries, payment for contractual services, purchase of office equipment and supplies, travel expenditures, payments for utilities and others.

Carries out complete inventory management and ensures timely disposal of assets when needed.

Prepares/verifies the necessary purchase orders, vouchers, receipts, and other supporting documentation for RM’s financial transactions, according to ADB’s guidelines and procedures.

Coordinates and supports Regional Technical Assistance (RETA)/ Technical Assistance (TA) project teams with the funds allocation and disbursements to RM.

Prepares and submits through Country Director (CD)/ Senior Country Coordination Officer (SCCO) monthly, quarterly and annual budget and accounting reports to ADB Headquarters (HQ) as required, and ad hoc reports requested by RM management and ADB HQ.

Assists CD and/or SCCO in budget review and submission of mid-year, revised and annual financial estimates to ADB HQ.

Maintains appropriate administrative and financial control related to the assigned tasks per ADB guidelines and procedures.

Maintains liaison with host government agencies to facilitate and follow up on request for tax exemption, issuance, renewal and reimbursements.

General Office Administration

To follow up general office and personnel administration.

Handles procurement of goods and services in the office, conducts bidding and selects vendors per ADB procurement guidelines and procedures. Maintains and monitors contracts with service providers/suppliers.

Ensures provision of local medical and dental retainers services for RM staff.

Maintains and manages filing systems on finance/administrative matters.

Maintains and update relevant databases and records for finance/administrative/personnel functions of the office.

Performs any other tasks as required by the CD and/or SCCO.

Maintains liaison with various service providers to ensure adequate levels of service.

Provides support to the Administrative Assistant. Performs other duties as may be assigned.

3. EDUCATION REQUIREMENTS:

Bachelor’s degree. Preferably with professional accounting qualification such as CA, ACCA, CIMA or a finalist

4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:

Suitability to undertake the responsibilities mentioned above at the required level.

At least 5 years experience in financial accounting and general office administration.

Professional training in financial/management accounting would be an added advantage.

Comprehensive knowledge of procedures of the relevant work area.

Solid numerical ability.

Good command of written and spoken English.

Proficiency with computer software in common use at ADB; proficiency in use of computer databases to input and extract information and to generate standard and ad hoc reports.

Knowledge of relevant ADB procedures, guidelines and standards.

Proven ability to undertake background research and analysis on difficult but well-defined tasks, collect and organize required data and information.

Ability to work with individuals from different cultural/national backgrounds; good interpersonal and communication skills.

Ability to manage priorities and workload within general schedule of work, instructions and standardized practices.

Ability to work with minimum supervision, and maintain composure under pressure.

Familiarity with local languages and institutions.

Country Director, TKRM (if not available, Senior Economist, CWOD) and/or Senior Country Coordination Officer.
