Functional responsibilities


The key tasks to be undertaken are:

  1. Working in close collaboration with colleagues in the SMS and external partners, provide technical financial expertise and leadership for the implementation of a series of national level finance pilots to optimize the use and availability of domestic resources, enhance country preparedness for and access to external funding opportunities, including through innovative financing

  2. Support the preparation of finance related sessions at the SUN Global Gathering in June 2024 through technical expertise, drafting of background materials, convening of partners, identification and outreach to speakers, etc.

  3. Lead on the identification and development of a set of business and investment cases and/or project pipelines for presentation at the SUN Global Gathering in June 2024.

  4. In consultation with the SMS and SUN networks and financial experts, develop a strategy for strategic positioning and engagement of SUN in the MDB reform and lead the development and initiation of specific engagement initiatives within individual IFI’s and regional MDBs.

  5. Provide senior advisory services to the SUN Coordinator and SMS senior management on nutrition financing, including development of financing specific documents and presentations.

  6. Provide substantive backstopping to relevant meetings, conferences, and events related to nutrition financing, including proposing agenda topics, identifying participants, preparation of briefing notes; perform other tasks related to nutrition financing upon request.


The key deliverables and scope of services are:

  1. Technical support provided to a series of national level finance pilots

  2. Finance related sessions at the SUN Global Gathering in June 2024 well prepared.

  3. A set of business and investment cases and/or project pipelines have been identified for presentation at the SUN Global Gathering in June 2024.

  4. Strategy for strategic positioning and engagement of SUN in the MDB reform available and specific engagement initiatives within individual IFI’s and regional MDBs progressed.

  5. Advise provided to SUN Coordinator and SMS senior management on nutrition financing

  6. Substantive backstopping delivered upon request.


Approach and methodology

The consultant will report to the Head of Partnerships, Financing and Network Relations (PFN) under the overall guidance from the SUN Coordinator. S/he will work closely with the SUN Finance Task Team and other SUN finance experts from the Global Support System as well as the SMS Regional Hubs and SMS finance advisors in the delivery of the work.



Education/Experience/Language requirements


A. Education:
  • Advanced or post-graduate degree in Economics, public or business administration, accounting and finance, public policy, public health, nutrition or related fields.
  • A Bachelor degree with two additional years of relevant experience may be acceptable in lieu of the advanced degree..

B. Work Experience:
  • Minimum of accumulated 7 (seven) years experience in the below is required:
    • working experience in nutrition, health, development, climate change, food systems or related field

    • working experience in a financial institution and/or development finance context and/or large development funds

    • working experience in Low and Middle Income Countries including on various aspects of multi sectoral financing at the country level

    • experience of working in multi stakeholder and multidisciplinary settings with proven stakeholder engagement skills

  • excellent analytical and writing skills is required
  • working experience in the multisectoral approaches to tackling malnutrition in development/humanitarian settings is desirable.

  • working experience in multi-country technical assistance and capacity building initiatives in finance, health, nutrition or nutrition sensitive fields is desirable
C. Language:
  • Fluency in English Language ( Writing, Reading and Speaking) is required.
  • Knowledge of another official UNOPS language, particularly French and /or Spanish, is a strong asset.
