ADB seeks qualified professionals to fill this position in the Accounting Division (CTAC) of the Controller’s Department (CTL):
Senior Financial Control Specialist
Responsibilities
Accounting Policy
Specific responsibilities include
- managing the implementation of new or revised accounting standards and developing/establishing related accounting policies, guidance and interpretations, including detailed implementation plans specifying the required resources, milestones and deliverables; and also comprehensive impact analyses, including system and control implications.
- providing accounting advice and policy guidance on financial operations, including treasury, lending, guarantee and private equity investments.
- promoting awareness on accounting policies, and making presentations to key stakeholders (including management and the Audit Committee of the Board of Directors) on the implications of changes in financial reporting standards on Bank’s financial statements.
- preparing ADB responses to or comments on applicable exposure drafts from the Financial Accounting Standards Board and other relevant recognized international bodies.
- compiling / updating the accounting policies manual of the ADB, and disseminating the policies to other concerned departments/offices in ADB.
Internal Control Compliance Review
Specific responsibilities include
- developing and implementing an internal control compliance review program to ascertain that the processes of the business units adhere to the internal control framework established by management.
- leading periodic internal control compliance review and preparing reports on findings and recommendations for attention of management, and the implementation thereof.
- liaising with the Financial Systems & Control Unit of CTAC to ensure the adequacy of the internal controls over financial reporting.
Reporting Arrangement The position reports to Assistant Controller, CTAC.
Selection Criteria Specific criteria include
- suitability to undertake the responsibilities mentioned above at the required level.
- university degree in Finance, Accounting or other related fields, preferably at postgraduate level or its equivalent, with good knowledge in computerized accounting and financial information system, and with internationally recognized professional qualification such as Certified Public Accountant (CPA)/Certified Financial Analyst (CFA) or its equivalent.
- at least 10 years of highly relevant professional experience in public accounting firms or financial institutions in the area of accounting policy, financial reporting and auditing.
- strong and demonstrated experience in handling technical accounting and financial reporting issues, particularly relating to complex capital market transactions, private equity investments, and lending.
- experience in the implementation or application of US Generally Accepted Accounting Principles or International Financial Reporting Standards, especially in a reputable financial institution.
- experience in the review of exposure drafts and the drafting of comment letters/responses to such proposed standards.
- international work experience gained in several countries.
- familiarity with recognized financial management and treasury management systems.
- strong team leadership, negotiation, and interpersonal skills.
- very strong analytical skills and ability to prepare, present and discuss highly technical issues in a manner understandable to non-technical people.
- excellent oral and written communication skills in English.
