Senior FP/RH Advisor – Ghana Proposal

URC is currently seeking a Senior Family Planning & Reproductive Health Advisor for a USAID Health Systems Strengthening project.
Project Summary:
The project’s purpose is to strengthen Ghana’s health system to improve access and quality of family planning (FP), maternal, newborn and child health (MNCH), nutrition, malaria prevention and treatment, and interventions to improve the management and performance of health systems that support these services.
The overall goal of the project is to upgrade the accessibility, quality and use of FP, MNCH, nutrition, malaria prevention/treatment and other priority health services. This will be accomplished by improving the technical and organizational performance of existing facilities to expand coverage of Community Health Planning and Services (CHPS) zones, strengthening the interaction between GHS staff and community volunteers, and provide quality assurance for these different health interventions throughout their respective catchment areas. The project is tasked to strengthen management of RHMTs and DHMTs, including financial, information, personnel, and performance management systems. The three activity results areas are to: Strengthen the Regional and District health planning, financial management, implementation, supervision, and monitoring processes to achieve an effective health sector response; Improve Management and System Performance at Facility and Community Levels; Improve quality and use of priority health services in the five regions
Roles and Responsibilities:
Under the leadership of the COP and DCOP, the Senior FP/RH Advisor will provide technical leadership, guidance, supervision and support for designing, implementing, monitoring and evaluating the FP/RH portfolio. Specific roles and responsibilities will include:
• Serve as lead technical advisor for FP/RH strategic planning and workplan development, including adolescent and young adult FP/RH
• In collaboration with project monitoring and evaluation (M&E) officers, develop and monitor implementation of M&E plan for FP/RH, ensuring quality monthly, quarterly and annual reporting as required
• In partnership with the GHS and its in-service training plans and guidelines, build-capacity of health workers at all levels to provide quality FP/RH services
• Serve on national stakeholder working groups that address and advocate for FP/RH policy reform, funding and knowledge management
• Support recruitment of and supervision other technical staff working on FP/RH
• Coordinate documentation of lessons learned and best practices ; contribute to quality improvement efforts using FP/RH data for program improvement
• Ensure understanding and compliance with established administrative processes , as well as all USAID FP/RH policies and guidelines, among staff
• Contribute to budget exercises and expense tracking for FP/RH activities.
Minimum Required Qualifications:
• 7 years of experience designing, implementing and managing family planning and reproductive health projects and activities in developing or middle income countries.
• Masters Degree in health or social sciences, or a related advanced degree relevant to the field of public health (e.g., nursing, midwifery, medicine).
• Strong leadership skills and demonstrated experience in demand creation, and managing and improving family planning/reproductive health services.
• Experience managing improvement interventions and technical/institutional capacity building programs primarily through a technical assistance approach.
• Demonstrated experience interacting with local NGOs, Ghana Health Service (including CHPS), international donor agencies.
• Ghanaian applicants preferred.
