Job Description
Summary of Position:
The Senior Gender and Social Dialogue Specialist will be involved in managing and implementing social dialogue on gender equity. The Senior Specialist will oversee the Social Dialogue Specialists to facilitate design and implementation of social dialogue tools (on and offline), relationship building on the community and national levels across local governments, youth, civil society, donor community, and the media. This position will report to the Program Director – Deputy Chief of Party (DCoP). The Senior Gender and Social Dialogue Specialist will also design and implement research studies and projects on gender priorities across target communities and national gender gaps and priorities that require action. Further, will provide capacity building training on gender and social dialogue to the Programs network of stakeholders mainly other USAID implementing partners, civil society, and youth affiliations involved in the program’s activities.
Duties:
- Work closely and report to the DCoP regarding the design and implementation of social dialogue tools and initiatives on the community and national levels. ,
- Exploring new methodologies for community engagement including mapping population segments, influencers and potential partners to identify avenues for dialogue, and working closely with the Research and M&E Specialists to measure and detect changes in attitudes and other positive outcomes of community engagement techniques;
- Training on designing productive approaches for a particular audience, environment and message, multi-stakeholder partnership strategies, advocacy, community mobilization, raising citizen awareness, gender mainstreaming, and female empowerment;
- Prepare regular reports in Arabic and English, capturing and analyzing the results of the social dialogue activities and reflecting the effectiveness and efficiency of each social dialogue tool.
- Ensure effective flow of data and content resulting from social dialogue initiatives and respond to policy and advocacy requirements through social dialogue activities
- Support and ensure that the work of staff is of high standard and are meeting program objectives; and
- Maintain effective relations and coordination with program partners including sub-grantees, national counterparts, government liaisons and the donor.
Qualifications:
- A minimum of 8 years of relevant experience in developing countries;
- Demonstrated experience in building constructive relationships between government and civil society;
- Demonstrated experience in applying participatory methods for community engagement;
- Demonstrated experience in gender related activities;
- Understanding of Jordanian communities and the Jordanian political system;
- Strong project management skills;
- Demonstrated experience and knowledge in establishing procedures and systems relevant to the project;
- Demonstrated experience is managing grants preferable to civil society organizations;
- Knowledge of project/program monitoring and evaluation;
- A Bachelor’s Degree in a relevant field; and
- Excellent command of English and Arabic.

Summary of Program:
USAID Takamol - Gender Program works with communities to raise awareness and promote attitude-shifting dialogue on gender equality while supporting partners in civil society and government to make specific improvements in conditions for women. USAID Takamol will be implemented over a five-year period (May 2014-April 2019) out of Amman Jordan with close coordination with IREX/DC and the funder, U.S. Agency for International Development (USAID).
