Job Description

RTI’s International Development Group (IDG) is currently seeking a Senior Talent Acquisition Partner to lead candidate identification and development for one or more of its technical divisions. The Senior TA Partner lead proposal and project recruitment for a mid-large sized proposal and project recruitment, primarily funded by government clients (USAID) within RTI’s International Development Group. The Senior Talent Acquisition Partner combines research and networking to lead the development and implementation of sourcing strategies and identification of talent profiles. Utilizing these strategies, they will build a talent network to enable the identification and engagement of senior-level technical and project management talent for targeted business development opportunities. In addition, the Senior Talent Acquisition Partner will provide full life-cycle recruiting services including but not limited to: sourcing for international and domestic recruiting campaigns and individual positions; requisitions creation and candidate management/documentation within application tracking systems and contact management system; candidate screening/interview services and guidance on interviewing best practices; and negotiating directly with global candidates.

This position will report to a Senior Manager, Talent Acquisition and can be based in RTP, NC or RTI DC Office or telework from the US. International teleworking would be considered on case by case basis. Candidates must be authorized to work in the US. The position will be expected to travel internationally occasionally.

Writing samples will be requested for all finalists, following the first panel interview.

Responsibilities
  • Provide best practices recommendations and implementation guidance for business development, project and home office recruiting.
  • Engage in business development activities from pre-capture through proposal submission, recruiting for key personnel and other strategic personnel (in consideration of existing talent network).
  • Lead and perform strategic sourcing and research activities, such as targeted sector and competitor mapping, to identify and build the talent network. Contact potential candidates, develop and document profiles and maintain contact notes within RTI systems to ensure a high touch candidate experience and ensure RTI as an employer of choice.
  • Leverage technology for excellent candidate relationship management to discover and sustain cold/warm leads, hot leads, referrals, and other potential prospects. Use Social Media as a sourcing and branding tool.
  • Provide direct proposal support including advising on staffing structure/org chart and position grade levels. Responsible for written technical proposal deliverables, as assigned.
  • Serve in lead staffing role for proposal development on several complex bids at once.
  • Coordinate full recruiting support to clients with support from recruiting/HR team members, oversee contract recruiting resources, and provide direct support in strategic recruiting activities such as job classification, sourcing, candidate relationship management, and negotiation.
  • Coordinate and provide direct onboarding support for senior (key) project staff identified through the proposal process to support rapid mobilization at project award.
  • As part of IDG’s talent acquisition team, contribute to HR/recruiting process improvement, best practices documentation, and continuous client support improvement.
  • Serve as a representative of talent acquisition and RTI at career fairs and talent related events.
  • Contribute to writing staffing sections and lead candidate resume tailoring for proposals.
Qualifications
  • Master’s Degree in business administration, human resources, international development, or related field with 3 years of relevant work experience; or Bachelor’s Degree in business administration, human resources, social science, or related field with 6 years of relevant work experience.
  • Significant experience in international recruiting and/or business development, with an established network of international development professionals.
  • Experience building a talent network in international development sectors.
  • Previous experience with USAID and/or other donor or foundation recruitment with expertise in negotiation within donor compensation and benefits structures.
  • Experience consulting and/or working in a consultative role where multiple projects and competing demands are the norm.
  • Experience utilizing applicant/candidate tracking systems, contact management databases, and social/professional networking associations, groups, and products to build and maintain candidate relationships.
  • Experience working within OFCCP guidelines preferred.
  • Experience working within the global health space preferred.
  • Critical thinker, able to identify issues and opportunities, provide solutions and reach consensus with multiple stakeholders.
  • Savvy with using social and other networking tools and databases. Quick learner with an understanding of how to source, screen and recruit in overseas markets.
  • Demonstrated successful track record in building relationships with clients and candidates; ability to interact effectively and positively with all levels of internal and external clients and colleagues.
  • Ability to partner with hiring managers, technical staff, and senior management to source and identify high-quality talent for open positions, as well as building a pool of candidates.
  • Excellent knowledge of MS Word, Outlook, PowerPoint, Excel. Experience with iCIMs, LinkedIn Recruiter highly preferred.
  • Excellent oral and written communication skills. Strong attention to detail and accuracy, and technical writing skills for USAID proposal staffing sections and resumes.
  • Excellent interpersonal, networking and presentation skills.
  • Ability to work in a fast-paced environment and meet deadlines under pressure.
  • Ability to travel internationally as needed.
  • Language proficiency in French or Spanish preferred.
