GH-TAMS is recruiting supply chain candidates for consideration for an upcoming in-country USAID consultancy assignment in Mozambique at six-months duration. Start date is approximately late April, with the level of effort estimated at 136 days.
The objective for the consultant assignment is to provide technical, and program management oversight and support, specifically related to health commodity security, supply chain management, logistics, procurement, infrastructure and private sector engagement. The consultant will also support strategic planning, development, and implementation of new programs and projects, as well as coordination of implementing partners
Background
The USAID/Mozambique Integrated Health Office (IHO) provides leadership and technical assistance to the Government of the Republic of Mozambique’s Ministry of Health (MoH) in the areas of HIV/AIDS, Malaria, Maternal and Child Health (MCH), Family Planning, Tuberculosis (TB), and other Neglected Tropical Diseases, as well as significant support to strengthening host-country health systems and enhancing private sector engagement in health supply chain. Supply chain management, pharmaceutical commodity security, and infrastructure are key components of the IHO’s health systems strengthening (HSS) portfolio with significant contributions in commodity procurement and technical assistance to the MoH and in particular its Central Medical Stores - Central de Medicamentos e Artigos Médicos (CMAM) to improve warehousing, distribution, planning and supply chain management aligned with the National Strategic Plan for Pharmaceutical Logistics.
Following the outbreak of COVID-19 pandemic, the IHO through the HSS/Supply chain management team, has led and coordinated USG support to the GRM by facilitating the procurement/management of COVID -19 related vaccines, equipment and consumables, to fight the pandemic.
With an annual health commodity investment over $90 million, USAID procures and distributes Anti-Retrovirals (ARVs), HIV and malaria test kits, anti-malaria drugs, contraceptives, condoms, TB medicines, laboratory reagents and supplies, and MCH commodities, the vast majority of which are run through the public supply chain. As such, a strong CMAM is critical to achieve the desired impact of USAID’s commodity investment. In recent years, CMAM’s technical capacity has grown, and key institutional reforms have been implemented. To build on those advancements and further them with additional sustainable institutional reforms, USAID provides direct support to CMAM through a Fixed Amount Reimbursement Agreement (FARA).
A major achievement of CMAM in recent years has been the significant increase in the availability of data including the implementation and expansion of an electronic Logistics Management Information System, SIGLUS, at the service delivery point level that provides real-time commodity issues data that represents a big opportunity to use data to improve the entire supply chain. Despite the advancements in CMAM’s capacity and increasing availability of data, the HIV health system and commodity needs have rapidly grown in complexity with new drug technologies, complex dispensing guidance, increasing data analysis demands, and demanding goals to rapidly achieve HIV epidemic control.
This position will serve as a technical expert and advisor in Supply Chain and Commodities Security. The Advisor will provide expert technical advice, management support, and strategic direction for USAID/Mozambique under the framework of PEPFAR, PMI, and Global Health priorities to support Mozambique’s supply chain, commodities security, and M&E aims. The consultant will also support the HSS Division with supply chain team management.
The consultant will provide technical and program management oversight to the activities of the over $US 90 million portfolio, manage the budget, and mentor one USPSC and three FSNs.
Role and Responsibilities
Major tasks and responsibilities will include:
Coordination of the Supply Chain Team:
• Coordinate the efforts of a five-person supply chain team. Communicate accomplishments, proactively alert about issues and succinctly summarize the work of the team to IHO management and the interagency.
• Provide oversight and technical, and program management support to a team of five supply chain technical staff, specifically related to health commodity security, supply chain management, logistics, and procurement with specific oversight for the Global Health Supply Chain Procurement and Supply Management and other supply chain related programs.
• Lead the team in planning and preparation for Mission or Interagency reporting or reviews of the supply chain portfolio.
• Develop and complete required approval memos and other design documents for ongoing and new designs.
• Provide overall leadership and mentorship to the Supply Chain team, including facilitating weekly meetings. Participate in Health Systems Strengthening Division Leadership meetings and present any pertinent supply chain issues that need to be addressed, including PELF implementation.
• Serve as focal person to coordinate and ensure completion of any responses to any PEPFAR and PCMD supply chain requests. Proactively engage with supply chain customers within IHO, specifically the PCMD and AFG Divisions.
• Support and ensure completion of program deliverables related to supply chain and commodities management
• Provide program management support to Contracting Officer’s Representatives (CORs), Agreement Officer’s Representatives (AORs) and/or Activity Managers:
Government and IP Management:
• Coordinate and facilitate regular meetings with implementing partners and government counterparts and ensure follow up on issues that arise. This may include issues related to customs.
USAID Programs:
• Lead and support the team in strategic planning, development, and implementation of new programs and projects including serving as key technical resource to facilitate discussions that guide mission’s buy-in to proposed NextGen supply chain mechanisms
• Support monitoring and evaluation of existing programs and implementing partners and facilitate the development of a transition plan for new supply chain program award start-up and implementation.
• Review, approve, and ensure Implementing Partner annual work plan and budget compliance; ensure all team activities have approved workplans.
• Prepare documentation, as needed, for USAID supply chain activities.
Country Operating Plan (COP) Preparation and Planning:
• Identify key analyses necessary for COP22 planning and complete required analyses through technical staff or USAID/W or other resources.
• Prepare presentations for all COP deliverables
• Present the supply chain portfolio within IHO and in the interagency, summarizing funding needs, accomplishments, approaches, rationale. May include bringing in analyses to help justify approaches.
• Coordinate laboratory supply chain management including facilitating team participation in initiatives and activities, identifying needs, and ensuring smooth implementation of diagnostic network optimization (DNO) recommendations.
COVID-19:
• Provide oversight on Covid-19 supply chain response and programmatic implementations of Covid-19 service disruptions (e.g., Ventilators; PPE; VMMC service disruptions; commodity procurements). Assist staff to resolve bottlenecks and assist staff in reporting to IHO front office and Embassy.
Other:
• Using commodity security expertise, work with Integrated Health Office management to improve the functioning and effectiveness of the commodity security committees and identify strategic opportunities around commodity security.
• Review all written reports submitted by implementing partners and furnish feedback; maintain program files; and other duties and responsibilities as outlined in USAID and relevant USG, Global Health, PEPFAR and PMI rules, regulations, policies, and other forms of appropriate guidance.
Qualifications
The Global Health Technical Assistance and Mission Support Project (GH-TAMS) is a five-year USAID-funded activity providing the Bureau for Global Health (GH) and USAID field missions with high quality technical expertise to achieve the Agency's foreign assistance global health mission. With start-up in the fall of 2019, GH-TAMS follows the success of the Global Health Program Cycle Improvement Project (GH Pro).
GH-TAMS technical assistance covers a broad range of technical areas and cross-cutting issues such as HIV/AIDS. family planning, MNCH, infectious disease, TB, health finance, reproductive health, organizational development, OVC, project design, facilitation, M&E and strategic planning.
Project assignments are located in Washington D.C. and worldwide in Africa, Asia and elsewhere. Assignments typically range from two weeks to six months in duration.
