Senior HMIS Advisor – Zambia Evidence for Health

The International Programs (INPRO) Department at NORC at the University of Chicago seeks a Senior HMIS Advisor for a proposal response for the USAID/Zambia Evidence for Health project. The work will be full-time over a 5-year period and be based in Lusaka, Zambia.

The project team will (1) strengthen the national Health Management Information Systems (HMIS) owned and operated by the Government of the Republic of Zambia’s (GRZ) Ministry of Health (MOH); (2) improve monitoring, evaluation, and research capacities within key government and non-governmental partners; and (3) expand the evidence base for existing approaches to health programming in malaria, nutrition, family planning, maternal and child health, and HIV.

The Senior HMIS Advisor will provide technical, strategic, and programmatic direction for the development and implementation of HMIS aspects of the contract. S/he is responsible for supporting the MOH to improve the generation, identification, collection, processing, storage and dissemination of quality data and strategic information. S/he must have strong knowledge of the HMIS system in Zambia.

Responsibilities:

  • Engage with Zambia’s health informatics community to oversee and develop approaches for integration of e-health information systems used in Zambia to collect, manage, analyze, report, visualize and disseminate health data;
  • Conducts analyses of health information systems operations and information flow to identify strengths, weaknesses and areas of improvement;
  • Provide technical assistance to GRZ and MOH to develop standards for health information systems including indicators, data sources and data quality;
  • Interact and work with end-users to deliver technical solutions that meet their requirements;
  • Provide expert technical advice to the Chief of Party to support his/her ability to provide technical assistance, advocacy and political direction among key government and cooperating partners;
  • Provide advice to the MOH and its cooperating partners on e-health and mobile health technologies to enhance the quality of service delivery; and
  • Work with various stakeholder groups, including the MOH, to train health teams on HMIS tools.

Qualifications:

  • Advanced degree in information science, data science, public health, statistics, health informatics, or a related field (or career/experience equivalent);
  • 8+ years of experience working with HMIS systems;
  • Experience conceiving of, planning, and leading HMIS strengthening activities, ideally in Zambia;
  • Strong knowledge of the HMIS system in Zambia required;
  • Experience working with Ministries of Health, public and private actors, and global health donors - experience working with GRZ MOH is a plus;
  • Experience working directly with DHIS2 and other health information systems used by the GRZ health system;
  • Experience providing technical assistance and delivering training at different levels of the health system;
  • Strong oral and written communication skills in English;
  • USAID experience preferred, ideally in Zambia; and
