Job Summary
The Senior HR Systems Advisor is responsible for the current administration and future implementation of HR databases. Administration duties include data integrity, compliance with corporate policy and legislation, security, reports, training, documentation, development of specifications, coordination with ITMD on implementation and maintenance, and a responsibility to improve efficiency and effectiveness where possible.
As an expert in both systems and compensation, the incumbent serves as an advisor to his/her HR colleagues, employees and management. The Senior HR Systems Advisor monitors adherence to legislation regarding income tax, pension and benefits, and is responsible for recommending to management those actions necessary to remain in compliance.
The incumbent assumes an audit role in regards to Payroll. He/She is responsible for the reconciliation of various accounts and the accurate production of T4s.
The Senior HR Systems Advisor provides strategic support through advice and analysis in the areas of business processes, data management, and performance indicators.
Primary Duties or Responsibilities
1. Systems Administration (50%)
Integrated Payroll and Human Resources Management System (IPHRMS):
· Accountable for the accuracy of payroll calculations and of monthly general ledger interface file; · Creation and input of user calculation programs for miscellaneous deductions and statistics; · Creates and maintains both User and System Administration Guides; designs and delivers training; · Coordinates with ITMD on maintenance of development (test) and production IPHRMS databases; · Manages issues, implementation of patches, upgrades, and legislative system updates with ITMD; · Develops and/or interprets specifications for interfaces with other systems. Coordinates interface projects with ITMD and/or system vendor. Tests and implements interfaces; · Maintains several HR system tables including those required for taxation and general ledger; · Adjusts pension and benefit calculation routines as required; · Creates and/or coordinates creation and ensures accuracy of reports;
Miscellaneous:
· Ensures integrity of data and is Security Access Control Officer (SACO) for access to Public Works and Government Services Canada; · Responsible for implementation, training, and maintenance of CPI (Crown Processing Initiative) Workbook, Records of Employment (ROE) Laser, and miscellaneous other; · Editor of Compensation and HR Forms pages for the Intranet; · Recommends and coordinates acquisition of software and/or hardware aimed at improving workflow and responsiveness of Compensation. Installs and upgrades said software as required. Provides training and support to Human Resources staff. · Remains current with emerging trends in HR and Payroll technologies.
2. Payroll Analysis (15%)
· Is responsible for Payroll remittances and reconciliations on a monthly, quarterly and/or annual basis, including all HR procedures related to Calendar and Fiscal Year Ends; · Ensures compliance with legislation (tax, pension, CPP, EI, etc). Advises and/or leads other members of Compensation regarding changes and their impact on IDRC and its employees; · Implements legislative, pension, and insurances changes in IPHRMS and reconciles all taxable benefit calculations and legislated deductions; · Prepares cost projection and analysis documents for Human Resources and/or Finance;
3. Senior Compensation Staff Member (10%)
· Represents IDRC with outside agencies (e.g. Public Works) regarding new initiatives that affect IDRC pay and benefits. Actively participates in meetings with legislative bodies, agencies, and other Crowns. Coordinates implementation of new software and procedures. · Administers for payroll and systems purposes annual Performance Review and Assessment System (PRAS) salary increases with Senior Compensation Services Advisor: · Proposes solutions to the Manager, Compensation by examining precedents, researching best practices, and consulting with other HR staff members. · Participates in the development of new policies due to legislative and/or corporate changes and to modification of administrative processes, forms and procedures.
4. Assistance to HR Management (25%)
· Acts as a resource on Systems and Compensation issues; including but not limited to benefits, pension, and taxation (resident and non-resident). · Responds to inquiries from representatives of the Office of the Auditor General. · Provides advice and guidance in management of Human Resources data. · Performance Indicators: develop and recommend models to facilitate capture and analysis of data for quantitative (statistics) and qualitative (subjective, feedback) analysis
Job Knowledge *
Education
· University degree in Administration, Human Resources or Computer Sciences, or an appropriate combination of extensive experience and education. · Canadian Payroll Association (CPA) certification, and/or, a certification in Human Resources Management from a recognized HR Professional organization or as a result of post-secondary education. · Comprehensive knowledge of Public Service Superannuation Act, Canada Labour Code, Employment Standards, and Income Tax Act.
Experience
· Minimum of three (3) years maintaining a computerized and integrated HR/Pay system. · Minimum of five (5) years payroll processing on an in-house Payroll system. · Extensive experience in the field of Compensation and Benefits, including the provision of strategic advice, guidance and counselling to managers, staff and HR professionals on a wide range of complex compensation and benefits issues. Federal Public sector experience an asset. · Good knowledge of software packages such as Word, Excel and a Human Resources System. · Thorough knowledge of payroll and human resources practices.

Scope of job
- Responsible for the administration, integration, and implementation of multiple Human Resources databases; includes managing data integrity and security. - Provides advice and accurate interpretation and communication of both policy and legislation when required. Failure to provide sound advice could result in serious financial consequences to employee (RRSP room, future pension benefits, etc) or to the Corporation and its Directors in the form of penalties and fines in cases where deductions (CPP, EI, Tax) and/or pension contributions have been miscalculated and/or not remitted.
Candidate Profile
· Thorough knowledge of Compensation (payroll and human resources) trends and best practices including automated Human Resources and Payroll systems, with proven hands-on experience; · Knowledge of a wide range of HR functional areas and how they interrelate; · Superior attention to detail (speed and accuracy) and strong research and analytical skills; · Basic accounting and strong mathematical skills; e.g. for financial account reconciliations, programming/troubleshooting of payroll system calculations (benefits/deductions), etc; · High (level / degree) of judgement, discretion, and tact in dealing with confidential information; · Highly developed organizational and planning skills; · Ability to work to deadlines with minimal supervision; · Ability to communicate effectively in both official languages; · Independent worker with natural leadership abilities.
