Job Description

Sustainable Infrastructure Division, RSDD, Regional and Sustainable Development Department Closing Date: 20 March 2012 , 5:00 p.m. (1700 Manila Time, 0900 GMT) Job Purpose:

Lead and support the enhancement of innovative infrastructure financing, focusing on public-private partnerships (PPPs) in the operations of the Asian Development Bank (ADB) and in developing member countries (DMCs). Assist the PPP Community of Practice (CoP) in implementing the PPP Operational Plan. Facilitate the PPP CoP Secretariat’s contribution to the ADB’s agenda of catalyzing PPPs in financing infrastructure investment and managing infrastructure service delivery. As the knowledge anchor, the position will focus on assimilating and disseminating PPP best practices within ADB and externally, which will involve (i) working with different sectors, (ii) participating in sector/project operations, and (iii) coordinating the development and implementation of knowledge dissemination programs with relevant CoPs. Lead the PPP CoP Secretariat in enhancing partnership with other multilateral development banks and/or institutions in capacity development and knowledge sharing. Work within general policies, principles and goals, working directly with clients.

Expected Outcomes

a. Policy and Strategy
- Consolidate knowledge work focused on the best practice PPP approaches across different sectors and countries.

  • Support in formulating policies and strategies for the promotion of PPPs in the Asia-Pacific region.
  • Participate in policy dialogue with governments (through the regional departments and Private Sector Operations Department (PSOD), development partners, the private sector, and other stakeholders to identify and address challenges to scaling up private sector development and PPPs in the Asia-Pacific region.
  • Contribute in the preparation of PPP related initiatives in Country Partnership Strategies (CPSs), Country Operations Business Plans (COBPs), annual business plans and economic, thematic and sector work undertaken by regional departments and PSOD.

b. Advocacy, Capacity Development and Knowledge Sharing

  • Maintain knowledge of emerging best practices on enhancing PPPs, including good practice examples, and guidelines through internal and external networks.
  • Promote the application of innovative PPP structures and approaches within ADB
  • Lead/collaborate with other professionals in developing and publishing research papers, case studies, articles and other knowledge products related to PPP.
  • Prepare and administer regional technical assistance (RETA) PPP projects and programs in Regional and Sustainable Development Department (RSDD) including the consultant selection and recruitment; review of consultants’ outputs and coordination of RETA activities.
  • Lead activities being jointly done with other multilateral development banks, e.g. Multilateral Public Private Partnership Program in Capacity Development (MP3IC) and Asia PPP Network (APN).
  • Work with governments, private sector investors, donors, financial institutions and other stakeholders for the development of PPP project potential across sectors.
  • Lead in the preparation of briefing notes, management speeches, summary reports, presentations, production of quarterly reports and key result areas for PPP related work in RSDD.
  • Participate in and contribute to relevant internal and external training and conferences and other activities for advocacy, dissemination and knowledge building on PPPs.

c. Project Development
- Support the integration and enhancement of PPPs into the operations of the ADB by working with the relevant ADB departments.
- Liaise and coordinate with ADB departments, development partners and private sector financiers on co-financing for PPPs.

d. Staff Supervision
- Provide leadership and support to reporting staff
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the ongoing learning and development of reporting staff.

Educational Requirements:

Master’s Degree, or equivalent, in Business Administration, Finance, Economics, Civil Engineering, or other related fields. University degree in Business Administration, Finance, Economics, Civil Engineering or other related fields, combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.

Relevant Experience And Other Requirements:
  • Suitability to undertake the responsibilities mentioned above at the required level.
  • At least 10 years of relevant professional experience in the complete PPP project cycle activities including advocacy and capacity development, creating and strengthening enabling frameworks, project development and project finance for sovereign and non-sovereign operations.
  • Experience in infrastructure PPPs and low carbon infrastructure projects are desirable.
  • Demonstrated ability to coordinate with project sponsors, financing parties, institutional investors, and governments.
  • A good understanding of financial and infrastructure sector regulation and supervision.
  • Familiarity with the operation of the bond and equity markets, and co-financing arrangements.
  • Familiarity with ADB processes and procedures and public sector operations.
  • Proven analytical capabilities.
  • Excellent oral and written communication skills in English.
  • International experience working in Asia and Pacific countries.
