The United States Government (USG) has made the fight against HIV/AIDS a top priority, not only for humanitarian reasons, but because the HIV/AIDS crisis threatens the prosperity, stability and development of nations around the world. The U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) is a USG global initiative to control the HIV/AIDS pandemic. It is the largest commitment by any nation to combat a single disease. PEPFAR is committed to supporting activities that are grounded in science and critical to saving lives and preventing new HIV infections. PEPFAR’s core activities include a focus on health systems, including health finance; human resources for health; commodity procurement and supply chain systems; and laboratory systems.

PEPFAR recognizes that donor resources alone cannot meet the needs of the estimated 35 million people who will be living with HIV in 2020. As developing economies grow and begin to more fully realize their economic potential, unlocking domestic financing for HIV becomes a critical element of achieving long-term sustainability of the HIV/AIDS response. Countries are increasingly taking the lead in managing, implementing, and even financing their national HIV responses. The global pandemic of COVID-19 is bringing disruption to the HIV response and to the expected increase in domestic resources that would have been committed without the effects on COVID.

USAID has recently completed a 5 year HIV/AIDS financing initiative to support countries to leverage their own domestic resources. USAID served as the lead agency for coordinating and implementing this initiative, and these efforts yielded a significant benefit and a substantial return on the initial investment for impact on the resources these countries will be able to put towards increasing prevention, care, and treatment coverage for achieving sustainable control of the epidemic. Now that the central initiative is completed USAID missions need to budget for financing activities in their own HIV/AIDS budgets through the country operational plan and technical assistance from the USAID HQ will be needed to help missions plan activities, budget effectively and monitor results in order to tell a global story from country specific results.

The overall objective of USAID’s health systems strengthening (HSS) program, housed in the Bureau for Global Health, Office of HIV/AIDS, Systems and Program Sustainability Division (GH/OHA/SPS) is to provide USAID leadership in building sustainability of the HIV/AIDS response through investment in health systems. SPS provides technical leadership and strategic direction on issues related to health systems strengthening, financing, health workforce, advancing sustainability, and public-private partnerships for HIV/AIDS programs. SPS consists of three branches –the Health Finance and Economics Branch, the Health Workforce Branch and the Capacity Building and Partnerships Branch. The Advisor will be assigned to the Systems and Program Sustainability Division/HFE Branch and will receive programmatic and technical guidance from the Health Economics, Finance and Policy (HFE) Branch Chief as her/his onsite manager.

The HIV/AIDS Health Economics Advisor’s scope will focus on health and HIV/AIDS financing, and specifically identifying and building innovative financing mechanisms.

USAID/OHA is seeking a Senior Innovative Financing Advisor to play a key role identifying and building innovative financing mechanisms to build and sustain the HIV/AIDS response. The Senior Innovative Financing Advisor will be part of a financing team that will continue to help shape the sustainability agenda of the HIV/AIDS space, building partnerships with thought leaders globally, and pushing new boundaries in this critically important area of development. The Senior Innovative Financing Advisor will partner with private sector and financing advisors to push financial sustainability in the HIV/AIDS response. The position will focus on HIV/AIDS specifically but will also provide about 25% level of effort to support the broader global health agenda.

The Senior Innovative Financing Advisor will be expected to have experience in innovative financing and market dynamics and leverage this background to develop and execute strategies on priority innovative financing and market shaping opportunities, working in close partnership with Global Health technical staff and USAID country-based Mission staff. They will possess a deep knowledge of, and strategic perspectives on, the range of existing innovative financing mechanisms and market incentives that exist, including the ability to think creatively about the development and application of new tools, and will be held accountable for negotiating and executing new deals. They will present USAID’s technical viewpoints in public meetings and cultivate strong relationships both internally with technical and Mission staff and externally with senior executives of companies, investment firms, foundations, and governmental, multilateral and nongovernmental organizations.

Primary areas of responsibility will include the development of investment strategies and corresponding financial transactions, partner identification and due diligence; assessment of market dynamics and implementation of market shaping interventions, with a focus on financing; and the integration of new frameworks and strategic guidance into USAID programs to increase access to capital, improve value-for-money and promote financial sustainability in projects supporting the goals of the Global Health Bureau. The role will also include mentoring and coaching of USAID staff to improve overall knowledge and understanding of the roles that financial innovation can play in catalyzing impact at scale. The role may involve periodic travel to USAID Missions (Country Offices).

  • Primary responsibility is to identify and support development of innovative financing mechanisms that contribute to the HIV/AIDS response as well as broader health response
  • Where needed and appropriate, identify and support development of market incentives or market shaping interventions that contribute to the HIV/AIDS and health response
  • Provide support to OHA’s leadership, technical branches in OHA and Missions, ensuring they have tools needed to support the development and implementation of new financing tools.
  • Build key relationships with companies, investment firms, foundations, donors, and other stakeholders to advance USAID’s global health priorities.
  • Present USAID technical programs and policies at relevant meetings with external parties and conferences.
  • Possess, or rapidly develop, deep knowledge of and strategic perspectives on the range of existing innovative financing mechanisms and market incentives that exist, including the ability to think creatively about the development and application of new tools.
  • Identify and support opportunities and new initiatives related to innovative financing
  • Prepare reports, project plans, leadership talking points, briefers, and templates.

  • Master’s degree and 9+ years’ relevant experience or equivalent combination of education and experience preferably in financial services such as investment banking, impact investing, or development finance.
  • Demonstrated experience developing and executing financial mechanisms/transactions, emerging or developing markets experience preferred.
  • Demonstrated knowledge of global health preferred.
  • Exceptional analytical and communication (written and verbal) skills.
  • Strong leadership and interpersonal skills with the ability to build relationships and communicate effectively with people of varied professional, cultural, and educational backgrounds.
  • Entrepreneurial mindset, including ability to think strategically, operate independently, self-motivate, be flexible, and set and achieve ambitious targets.
  • Ability to work effectively in high-pressure situations, juggle multiple tasks simultaneously, problem solve in a fast-paced environment, and set priorities.
  • Ability to understand incentive structures and engage and persuade senior-level executives and other stakeholders.
  • Ability to absorb and synthesize a broad range of information, including financial, regulatory, clinical, demographic and scientific information.
  • Detail-oriented with strong organizational and project management skills.
  • High level of proficiency in Microsoft Office, particularly Excel, PowerPoint and Word.
  • Willingness to travel both domestically and internationally
