OVERALL RESPONSIBILITIES Under the direction of the Senior Technical Advisor and Malaria Control Program Manager, the Senior Inspector for M&E will be responsible for establishing and overseeing the malaria monitoring and evaluation system as part of the overall GOSS M&E framework. The Senior Inspector ensures timely collection, collation, analysis and reporting of all malaria related data, including routine surveillance data, investigative reports and research outcomes. He or she will develop and oversee activities related to building capacity for improved malaria monitoring at state and county and health facility levels. The Senior Inspector will provide timely information and reports to Ministry of Health on progress of malaria related activities and burden of disease that may be used for advocacy, integrated program planning, M&E and resource allocation.
The Senior Inspector M&E is responsible for coordinating all activities to achieve the following Malaria Control Strategic Plan (2006-2011) objective: • Establish a sound and continuously updated database that monitors progress towards agreed targets and is used to effectively manage and adjust interventions based on evidence Achieving this objective will contribute to the overall goal of the Malaria Control Program which is to reduce malaria related morbidity and mortality in Southern Sudan and minimize the socio-economic impact of the disease. The Senior Inspector M&E is part of the MOH in meetings, including meetings with international organizations.
SPECIFIC RESPONSIBILITIES The M&E Senior Inspector is responsible for setting up the malaria M&E system (as part of the national M&E framework), overseeing its implementation and communicating the status of key measures among malaria control and prevention stakeholders. Specifically, the Inspector will: 1. Conduct a situational analysis of existing sources of data, tools for data collection and reporting and review their adequacy in regard the agreed upon set of malaria indicators; 2. Work closely with the malaria Technical Working Group to periodically review malaria indicators, proposed data collection approaches and agree on any required changes, support and resources. 3. Work closely with the Health Management Information System (HMIS) and Integrated Disease Surveillance system to ensure access, rapid flow and cleanliness of data related to malaria. The Senior Inspector will actively participate in the ongoing process of harmonizing data collection and reporting tools 4. Build capacity and initiate regular collection and reporting of core malaria indicators by state ministries and county health departments, utilizing existing capacities and systems such as the AFP surveillance Coordinators/data managers. This will include training of state level data managers/surveillance Coordinators in M&E skills, with focus on collection, analysis and timely reporting of malaria data. 5. Coordinate and participate in support supervision visits to the state level and facilitate state malaria control units/malaria coordinators to institute regular support supervision to county and health facility levels. The Inspector will analyze support supervision reports to identify potential bottlenecks to effective malaria program implementation and provide feedback to relevant authorities in MOH. 6. Work with the malaria TWG and other partners/institutions to establish a malaria operations research agenda including setting up a functional efficacy monitoring system for antimalarials. The Inspector will collaborate on design and implementation of all malaria related studies. 7. Work closely with initiatives such as GFATM, MDTF, SHTP and others to ensure that their malaria related M&E plans are well harmonized with national malaria control program approaches 8. Establish an up to date central database on core malaria and pharmaceutical indicators that incorporates data and information from various sources. In addition, the Inspector will develop a central level tracking system for key malaria control and prevention inputs (e.g. number of ITNs and ACTs procured and distributed; number of health workers trained) by different malaria partners. The Inspector will support state Ministries of Health to establish similar malaria databases. 9. Generate and disseminate bi-annual progress reports on key malaria interventions and outputs including any major operational research findings. The M&E Inspector will ensure that the Malaria Control Program and partners have the necessary information for decision making in a timely and comprehensive manner 10. Perform other duties as assigned.
QUALIFICATIONS The incumbent will be medical worker preferably with a higher degree in a relevant discipline (public health, epidemiology or statistics) and the following:
1. At least three years experience in designing and implementation of M&E systems, communicable disease surveillance or information management in a public health system 2. In depth experience in M&E methods and approaches (quantitative and qualitative) including design of data management systems 3. Familiarity with GOSS malaria control strategies and program activities at central and state levels 4. Excellent Computer skills with proficiency in Microsoft Office Suite applications, Access, and EPI INFO and other statistical programs; 5. Proven skills in information analysis, timely and effective report writing 6. Experience in human resource development particularly training in M&E and development of training materials for surveillance systems 7. Skills in motivating people both inside and outside the program 8. Willing to undertake regular field visits and interact with different stakeholders, at state and lower levels; 9. Ability to work independently, prioritize tasks, and meet deadlines. 10. Work experience with projects supported by international organizations is an added advantage 11. Fluency in English including speaking, writing, understanding, and reading and the ability to conduct business. 12. Ability to work as part of a team
