Job Description

The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is financing the Infrastructure for Tomorrow with sustainability at its core. The Public Sector Clients Department, Region 2 (PSC2) is responsible for identifying, originating, preparing, executing, and investing in multisectoral (including nature-based solutions) and climate finance projects with public-sector clients in Region 2 across the range of AIIB-covered sectors through various financing instruments and solutions. PSC2 leads the coverage of public-sector clients, including state-owned enterprises, overseeing project preparation, due diligence, and project approval processes, ensuring key economic, commercial, financial, and legal issues are considered and incorporated in the financing structure and legal documentation and followed through during the implementation phase.

The Senior Investment Officer will be responsible for the origination, structuring, and execution of infrastructure-related public-sector transactions, with an emphasis on developing and implementing low-carbon and climate-resilient infrastructure projects, climate policy reform programs, results-based financing programs, and economic evaluations of infrastructure investments as well as policy reform measures. They will contribute toward AIIB’s overall lending program by supporting the planning, design, preparation, and implementation of projects/programs that will help meet the rapid growth in public-sector infrastructure in Region 2. They are expected to work closely with other relevant AIIB departments, assist management in preparing strategies for building the investment pipeline, and help in implementing these strategies. Training and developing junior team members will be part of the overall responsibilities.

Responsibilities:
  • Ensure key economic, financial, technical, legal, environmental, and social issues are properly considered and risk-mitigation measures are sufficiently incorporated in the financing structure and legal documentation during the project preparation.
  • Lead or co-lead comprehensive assessments of national structural and climate policies in infrastructure sectors, including carbon pricing and natural capital conservation measures.
  • Analyze policy impacts on service provision, Nationally Determined Contributions targets, and private investment; identify reform opportunities; and develop monitoring and evaluation frameworks.
  • Oversee and/or lead the implementation of AIIB’s investment operations with the objective of enhancing quality and accelerating project implementation, with a focus on delivering results.
  • Lead or participate in dialogue with clients, cofinancing partners, and other stakeholders on strategic issues and the implementation of AIIB’s investment.
  • Advise clients on the preparation of technical and feasibility studies and technical design of projects, leading to investment prioritization and cost-effective solutions to investments.
  • Conduct project risk assessment of projects and programs and advise project teams on mitigation strategies to manage risks.
  • Carry out due diligence and institutional assessments on executing agencies, including implementation capacity assessments of project counterparts.
  • Support business development activities in public-sector infrastructure projects or nonsovereign-backed financing to state-owned enterprises by interacting with clients, governments, other institutions (e.g., commercial banks, multilateral agencies, nongovernmental organizations, consulting firms, contractors, intermediaries), gathering information on the ground, and building business relationships.
  • Undertake regular supervision and implementation support missions and site visits, as needed, to ensure that projects will meet development objectives and to help borrowing governments and implementing agencies address any implementation issues they might be facing.
  • Support business development and implementation support activities, as needed (specifically during mission trips), in close coordination with relevant teams. 
Requirements:
  • Minimum 8-10 years of working experience in the health, energy, transport, water, information and communication technology, urban, and/or climate finance and green infrastructure sectors gained in a multilateral development bank or international financial intermediary in Region 2.
  • Master’s or advanced degree in economics, public policy, or related fields, or a sector specialization (water, transport, energy, health, digital, urban development). Technical background at the undergraduate level would be helpful.
  • Proven track record of leading cross-functional teams to design and implement multisectoral and climate finance operations in collaboration with internal staff and government/partner stakeholders.
  • Experience advising government officials in Region 2 on climate policy and sectoral development priorities, with a track record of developing policy dialogue outcomes into bankable projects, programs, or policy-based financing operations.
  • Strong analytical skills in economic assessment, including cost-benefit analysis and sectoral modeling, with demonstrated ability to evaluate the economic, social, and private capital mobilization impacts and sustainability of infrastructure investment and policy-based reform.
  • Extensive experience working with infrastructure operations, combined with an understanding of clear linkages between project inputs and activities, economic impact, outputs, and outcomes in infrastructure.
  • Strong understanding of economics, climate change, and nature, broad knowledge and familiarity with issues in development finance, and an understanding of an economy’s overall performance and how macroeconomic factors may affect the performance of infrastructure projects.
  • Strong knowledge of and experience in multiple infrastructure sectors as well as climate policies in Region 2 would be an advantage.
  • Proficient in oral and written communication in English. Knowledge of other languages spoken in Region 2, such as Russian, French, Spanish, Portuguese, and Turkish, would be an advantage.
