Job Description

The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is Financing Infrastructure for Tomorrow in Asia and beyond—infrastructure with sustainability at its core. The Multilateral Cooperation Center for Development Finance (MCDF) is a multilateral initiative designed to promote high-quality connectivity and infrastructure investments in developing countries through partnerships. MCDF works in the transport, energy, ICT, and cross-border water management sectors. 

The MCDF comprises a Finance Facility and a Collaboration Platform. The Finance Facility is overseen and directed by the MCDF Governing Committee (GC) and provides grants to support funding proposals for project preparation and capacity-building funding proposals presented by the accredited MCDF implementing partners. The Collaboration Platform is overseen by the MCDF Coordination Committee (CC) and aims to promote communication and collaboration among its member International Financing Institutions (IFIs).

AIIB serves as the Administrator for the MCDF and hosts the MCDF Secretariat. The MCDF Secretariat is headed by the Chief Executive Officer (CEO) and provides  operational support to the MCDF. The MCDF Secretariat is administratively established by, but functionally independent from, AIIB, and is accountable to the GC for its substantive activities and to the Administrator for complying with AIIB’s administrative rules and procedures.

The MCDF Program Team 

Working with MCDF implementing partners, the MCDF Program Team (PGT) is in charge of producing and monitoring a sustainable and robust pipeline of activities funded by the Finance Facility. The PGT ensures that the monitoring and reporting on achievements of results is consistent with the MCDF Results Framework. Led by the Program Team Head reporting the CEO, the PGT is also responsible for developing programming and monitoring policies compliant with the MCDF Operations Manual.

Responsibilities:

Reporting to the Program Team Head, the Senior Investment Specialist (Infrastructure)/Investment Specialist (Infrastructure) will have the following responsibilities:

  1. Support the MCDF PGT with the assessment of technical assistance proposals submitted by implementing partners for the purposes of project preparation (for sovereign, public-private partnerships (PPP), or private-sector projects), capacity building, and the creation of special knowledge products
  2. Oversee and maintain the MCDF pipeline, in coordination with the implementing partners, and match the pipeline with available resources from the Finance Facility.
  3. Support the Program Team with the monitoring of and reporting on approved technical assistance proposals. Prepare pipeline reviews and reports for submission to the MCDF Governing Bodies.
  4. Prepare for review and approval by MCDF Governing Bodies programming and monitoring policies, operational modalities, proposals for funding priorities and project selection criteria, and reporting formats to be used by the implementing partners.
  5. Assist the Program Team with relationship management with developing-country clients, implementing partners and their co-financiers (MCDF New Partners), private-sector companies, public-sector agencies, the media and other stakeholders.
  6. Assist with the accreditation of candidate implementing partners, in compliance with the MCDF accreditation framework.
  7. Chair consultations, workshops, and information exchange among implementing partners, with a view to strengthening the MCDF pipeline. Support the organization of Investment Facilitation events co-hosted with MCDF partners.
  8. Compile annual work programs for the Program Team, in coordination with the other teams of the MCDF Secretariat.
  9. Any other duties as assigned by the Program Team Head or the CEO of the MCDF Secretariat.
Requirements:
  • Master’s degree or higher in engineering, science, physics, chemistry, environment, business administration, finance, economics, or related fields from a reputable university. 
  • Minimum 10-12 years of relevant professional experience in infrastructure project designing, planning, feasibility assessment, and implementation. Experience in Latin America would be a plus.
  • Evidence of direct experience in originating and structuring infrastructure projects and/or PPP transactions.
  • Experience in leveraging finance/blended finance approaches, particularly in the infrastructure context of developing countries.
  • Experience working in MDBs. Adequate knowledge of at least one MDB’s internal processes and products is required.
  • Experience working in developing countries in one of the following sectors: transport, energy, or information and communication technology.
  • Demonstrable experience leading teams is required.
  • Excellent oral and written communication skills in English are required. Spanish language fluency would be a plus.
