Job Description

  • Provide technical leadership for the cultural transformation for data use and decision-making activities.
  • Provide expert scientific advice, consultation and leadership in designing, coordinating and maintaining public health informatics project objectives and priorities.
  • Provide technical leadership and technical direction to shape QED’s USAID-funded informatics portfolio including specific project components ranging from patient level to aggregate systems, including ensuring interoperability.
  • Advise on methods for data management and analysis, including methods for querying relational databases, data warehousing, online analytic processing, cloud database storage and security, and data mining techniques.
  • Manage projects involved with public health informatics and serves as a subject matter expert in the utilization and implementation of IT systems integrating epidemiologic and other information from a scientific perspective.
  • Collaborate and provide expert scientific advice to a variety of nation-wide and international organizations to synthesize and implement informatics policies and directions for future development.
  • Collaborate with and provide technical advice to all organizational levels within QED, as well as with various partner organizations.
  • Research and evaluate state-of-the-art project-specific technical strategies and approaches and recommend updates and changes as appropriate.
  • Assess the functions, limitations, opportunities and challenges of information technology, including specific software products, in healthcare and public health settings.
  • Evaluate and assure system compliance with laws and regulations applicable to managing patient information.
  • Ensure identification of performance metrics for health information systems and design strategies for monitoring and reporting performance metrics.

Required Qualifications

  • It is highly desirable that this advisor have a master’s degree with a major in Computer Science, Statistics, Epidemiology, Research and/or a related discipline is required.
  • Minimum of 5 years of relevant work experience and a proven track record.
  • Must be able to read, write, and speak fluent English.

Preferred Qualifications

  • Proficiency with database management software and on-line search tools required.
  • Demonstrated experience managing the full software development life-cycle of mid- to large-sized projects (i.e. crossing multiple program areas and conflicting needs; requiring integration of multiple non-standardized applications or business process; and requiring complex reporting and communication at the agency and executive level) with minimal supervision.
  • Demonstrated knowledge of and experience in using information systems and using DHIS2.
  • Prior experience on USAID projects is strongly preferred.

The project will involve supporting the government of Ethiopia to develop and bring to scale priority electronic health information systems, instill a culture of data use, build capacity and governance for the improved HIS, and ensure integrated systems by fostering stakeholder collaboration.


The Senior/Lead Data Use Advisor will provide technical leadership role for the cultural transformation for data use for decision making activities. It is expected that this advisor will be full-time for the entire period of performance.
