Background

Coffey are currently recruiting for a DFID funded programme to support the establishment and management of a Capacity and Policy Development Facility (CPDF) in Rwanda. This is part of a wider programme of DFID support to social protection in Rwanda, known as SPSPR (Social Protection Support to the Poorest in Rwanda). This wider programme aims to deliver “strengthened social protection systems and increased coverage of the extreme poor and vulnerable in Rwanda”.

The CPDF will support strengthening of Govt. of Rwanda’s capacity and systems development in key areas, to catalyse progress towards achieving national Social Protection Strategy objectives. The CPDF will complement DFID’s non-budget support financial aid to Vision 2020 Umurenge Programme (VUP) (Rwanda’s flagship social protection programme) under the SPSPR. The facility is expected to operate from December 2014-December 2016.

The CPDF will operate as a flexible, responsive facility against which the Ministry of Local Government (MINALOC) and the Rwanda Local Development Agency (LODA) can draw down technical expertise and capacity building, research and evidence inputs in support of three areas. These are:

Programme Management and Implementation

  1. Social Protection Policy and Sector Development
  2. Evidence Building

To deliver these the CPDF will have two components:

  • The provision of medium term technical assistance to address capacity issues in three key areas (programme development, monitoring and evaluation and financial management)
  • The provision of a responsive fund for short-term capacity building, research and advisory inputs to promote staff development and programme and policy design and implementation.

Role Purpose

To build capacity to develop and implement an effective monitoring and evaluation system for VUP

Assignment Description:

The M&E Adviser will either sit within the VUP Programme team within the Social Protection Programme Division of LODA or work with the new MINALOC appointee covering both MINALOC and LODA social protection teams. The M and E adviser position is expected to also provide advice on Management Information Systems (MIS) development.

The role will be full-time for two years based in Rwanda (Dec 2014 - Dec 2016)

Person Specification:

Essential Qualifications:

  • Relevant academic and professional education at higher level (e.g. masters in development studies).
  • Formal training in Monitoring & Evaluation (M&E) and/or result based management will be an added advantage.
  • A minimum of 8 years of progressively responsible experience in M&E and/or result based management in development-related projects including direct work experience in similar country-specific settings.
  • At least 4 years of experience using MIS.
  • General competencies such as knowledge in the programme development and implementation cycle, training and mentorship for partners and quality assurance of development assistance.
  • Experience in operationalizing M&E and/or result based management systems that can be used in producing progress reports.
  • Methodical and analytical skills including proven experience in analysis of both quantitative and qualitative data.
  • Longstanding expertise in the areas of programme management and implementation, development, and evidence building.
  • Strong track record in managing and delivery of development results,

Desirable experience:

  • Experience from the Central and East Africa region and/or Rwanda. Several short term assignments or long term assignment. Knowledge of the situation in the region and the country constitute an advantage.
  • Good understanding of the policy formulation process.
  • Demonstrated skills in training and capacity development of stakeholders

General qualifications

  • Proficiency in English (written and spoken).
  • Advanced communication skills, including active listening skills and excellent written communication.
  • Exceptional interpersonal and skills and an ability to work collegially with team members and stakeholders.
  • Working knowledge of the Microsoft Office suite.
  • Previous experience working in DFID/donor funding environment
