Job Overview Summary:
Manage a portfolio of sourcing categories and strategic sourcing projects. Develop or fine-tune a sourcing strategy for each category as appropriate. Establish long-term agreements where feasible to reduce transactional work and obtain optimal quality, service, price, and other terms. Partner with global and regional programs and offices to drive procurement through the supply chain team and eliminate unmanaged spend. Advise and enable country programs in their sourcing projects as appropriate. Develop world-class partnerships with global and regional suppliers and other organizations.
The Senior Manager, Indirect Procurement is responsible for the development and implementation of strategic initiatives within an assigned portfolio of indirect sourcing categories, which may include consulting services, marketing services, IT and telecommunication equipment, systems, and services, financial systems and services, human resource systems and services, office supplies, equipment, and services, and other indirect categories of goods and services. Specific responsibilities include development of category strategies, identification of cost saving opportunities, facilitating and leading sourcing projects, supplier negotiation, and establishment and maintenance of supplier relationships. A portion of the total category spend and supplier-base in each category is managed by decentralized country-program supply-chain teams; however, the Senior Manager, Indirect Procurement must communicate and offer global strategy, oversight, and support.
Major Responsibilities:
* Spearhead sourcing of a portfolio of indirect categories
* Develop category strategies, including market and industry analysis
* Lead and manage the RFX, RFP process
* Establish and maintain supplier relationships, and facilitate periodic business reviews to continually identify process improvements and cost reduction opportunities
* Establish beneficial working relationships with various internal groups across the organization including partner programs, regional/country offices, legal, finance, and others
* Prepare analyses of spend data, category supplier bases, and cost models
* Manage complex projects from conception through implementation, including change management
Key Working Relationships:
* Internal: Global Supply Chain; Headquarters Programs; Country Programs; Finance, Legal, and others

Reports to: Senior Director, Global Procurement
Job Requirements:
* Eight to ten years of sourcing experience in a range of indirect spend categories
* Significant expertise in contract negotiation and supplier relationship management
* Excellent problem solving, communication, and influencing skills within a matrix environment
* Advanced and proven knowledge of procurement industry cost structures and drivers
* General knowledge of applicable sourcing, planning, and logistics laws and regulations
* NGO experience preferred, including understanding of institutional donors’ (USAID, DFID, ECHO, and others) procurement policies
* Proven project management and process improvement experience
* Ability to establish supplier specifications in conjunction with subject experts, measure and drive conformance to specifications, and manage internal and supplier relationships to achieve desired results
* Strength in meeting or exceeding project milestones and deliverables, while multitasking and prioritizing
* Ability to provide fact-based strategy and sourcing recommendations
* Experienced user of Excel, Word, PowerPoint, and ERPs
* Bachelor’s degree required
Working Environment:Office work environment. Travel less than 10%
