Job Overview

The Senior Manager of HR Operations is responsible for the strategic direction and management of all human resources and employment operations of the Center for Global Health Practice and Impact (CGHPI) and GGH Field Offices. They serve in a liaison role among the Department of Human Resources, CGHPI administration, and GGH employees on human resources-related matters.

The Senior Manger develops and interprets human resources policies and procedures - aligned with the Department of Human Resources practices, yet tailored to the country-specific employment requirements. They regularly assess existing GGH HR policy and practices, manage the development of new in-country HR policies and procedures, including the areas of regulatory compliance and reporting; and advise Country Directors and in-country HR Contacts of policy implementation and best practices.

The Senior Manager oversees the HCM processes for CGHPI DC Headquarters and GGH Field Offices, providing leadership, support, and guidance on GMS human capital transactions; and identify system functionality needs and address training gaps to assist in-country HR Contacts with use of the system. They monitor and maintain employee reports to ensure accurate employee data in GMS; and work closely with GUMC and GGH leadership on developing initiatives that have substantive strategic value, staff development initiatives, and service improvements.

Work Interactions

Reporting directly to the Chief Operating Officer/ Deputy Director of CGHPI, and indirectly the GUMC Director of Human Resources, the Senior Manager of HR Operations collaborates with CGHPI administration, GGH HR staff, GUMC HR leadership, and the Department of Human Resources to align human resources principles with program objectives, in support of the University mission. As well, they handle high volumes of personal and confidential information, and manage issues with tact and diplomacy.

Qualifications

• Bachelor’s degree in business administration, human resources management, or related field

• 8 to10 years of human resources experience

• Experience with University HR policies, international HR policies, and country labor laws

• Ability to exercise discretion and independent judgment in a complex and fast-paced environment

• Excellent communicator with superior interpersonal skills

• Ability to work collegially and interact effectively with a diverse constituency

• Organizational skills

• Customer service-oriented attitude

Preferred qualifications

• Master’s degree

• Experience working in higher education and/or public health

• Experience with Workday or other HRIS systems
