Helen Keller is seeking a Senior Manager of Procurement to supervise global procurement management. The Senior Manager will engage in a continuous improvement process of our procurement policies, procedures and systems with a focus on efficiency, controls, clarity of roles and responsibilities and alignment with the specific regulations of a varied portfolio of donor awards including from USAID, World Bank, FCDO, and many private foundations.
Functional Relationships
Reporting to the Senior Director, Grants & Contracts (G&C), the Senior Manager collaborates closely with Project Directors, Chiefs of Party, Country Directors and other senior staff in country offices and global management. This position will support and interact with country and global office procurement and logistics staff on a regular basis. The position will use understanding of Helen Keller procurement procedures and donor regulations related to procurement of goods and services to oversee procurement components of grant management for a variety of different donors.
Helen Keller has a matrixed reporting structure. Regular communication and a spirit of teamwork among colleagues, both hierarchically and laterally are essential to make this structure thrive.
Specific Responsibilities
Global Support
· Continually review and refine Helen Keller’s existing procurement policies, procedures, and templates, recommending revisions to improve clarity, controls, efficiency and compliance with requirements.
· Working closely with Information Systems, develop, train and have ‘ownership’ of a global procurement database and tracking system to effectively serve the needs of project planning and manage procurement timelines.
· Conduct ad hoc desk audits of procurement actions at determined thresholds.
· Stay abreast of new donor procurement regulations, including US Government regulations (for example, NDAA ‘889’ technology prohibitions) and lead integration of new regulations into Helen Keller policies and procedures.
Country and Program Support
· Work with Learning & Development to regularly review, develop and roll out procurement both online and interactive procurement training related to donor and Helen Keller policies and templates, risk mitigation, and overall compliance.
o Deliver on-site and off-site training (formal and informal) for global management and program office staff.
· Travel to Africa and/or Asia (2-3 times per year) to train and support colleagues and monitor procurement compliance.
· Manage development and roll out of procurement tools for country office procurement planning and forecasting.
· Partner with country, regional and global offices as needed or warranted to help ensure Helen Keller procedures continue to be fully documented through completion of procurement procedures and templates, and to ensure timely and cost-effective procurements.
· Review and manage select portfolio of procurement actions, for example for high risk or high procurement donor awards.
· Work with colleagues to achieve goals and ensure accountability to clients, partners, colleagues, and donors by providing ongoing feedback in a context of mutual respect.
Collaboration
· Promote collaboration between departments in undertaking procurement activities and facilitate the smooth interplay among all elements of the procurement review and approval process.
· Manage development and dissemination of procurement related reports toward informational gaps and successes
· Monitor ongoing business risks by representing procurement compliance perspective in programmatic conversations and flagging issues for discussion with G&C colleagues.
· Provide input to formative discussions with other Helen Keller Intl units on proposal strategy with focus on procurement regulations and compliance issues.
Qualifications
· Minimum 7-10 years directly relevant work experience plus Master’s Degree in business administration, grants/contracts management, finance, accounting, public administration or related field; or equivalent combination of education and experience.
· Minimum of five years’ experience with donor-funded programs in developing countries, preferably with USAID; experience working overseas for a field office strongly preferred.
· Solid knowledge of administrative regulations applicable to assistance and acquisition including 2 CFR 200, 22 CFR 228, USAID Standard Provisions and FAR and AIDAR as applicable and especially related to procurement.
· Solid knowledge of other donor regulations including other foreign government development agencies, and other multilateral development agencies, especially related to procurement.
· Certificate in Grants and Contracts Management and/or, Certified Procurement and Supplies Professional (CPSP) is a plus.
· Proven ability to create and maintain effective systems for managing information, and tools for making information accessible and understandable to a broad audience; experience developing an on-line procurement tracking or database system is a plus.
· Ability and willingness to work in a decentralized organizational structure with a highly collaborative approach, and in a global management culture that sees itself as “of-service” to our country program staff and clients.
· Excellent interpersonal skills including active listening skills, the ability to communicate effectively across cultures, to negotiate effectively with internal and external colleagues and to manage conflict.
· Ability to explain complex regulatory information to a broad range of individuals from various backgrounds; experience conducting trainings for field office staff and in-country partners with a wide range of skills and prior knowledge.
· Willingness and ability to undertake international travel (approximately 2-3 trips per year).
· Excellent oral and written English language skills; Oral and written proficiency in French is strongly preferred.
· Ability to prioritize workload, assume responsibility for work, and follow through to completion.
· Ability to work in challenging and changing environments, to work under pressure with a positive attitude, and to see through challenges to find solutions.
· Ability and willingness to flex work hours to accommodate multiple time zones.
· Highly computer literate including facility with general office productivity and communication tools relevant to this position.

· Helen Keller requires all US-based staff, and all staff who travel internationally to be fully vaccinated against COVID-19, whether or not they have had COVID. When community transmission rates of COVID are high, Helen Keller also requires all US-based staff to wear masks while providing program services and when in any open or public space in the office and to observe social distancing.
CompensationThe midpoint of the salary range for this position is $110,000 with a minimum of $88,000 and a maximum of $132,000. Actual base salary will vary based upon, but not limited to, relevant experience, base salary of internal peers, and business specialty.
