KEY FUNCTIONS AND DELIVERABLES

  • Lead development of high-quality public policy content relatable to Gavi’s strategic objectives and position, from a health, sustainable development and cross sectoral perspective;
  • Provide strategic insight, policy research and analysis and risk management advisory related to current areas of interest in global health, sustainable development and global governance;
  • Translate political intelligence, policy information and programmatic data into salient and well-structured arguments and policy advice;
  • Support relationship building at global, regional and national levels with public policy think tanks and influence networks.

MAIN DUTIES AND RESPONSIBILITIES

  • Develop and maintain high quality public policy content (briefs, scene setters, advices and recommendations, research papers) to support Gavi representation in relevant policy dialogues and global governance processes;
  • Support effective cross-functional collaboration with Gavi programme teams for advancing policy outcomes and shaping programmatic approaches;
  • Support development of complex public policy knowledge management systems and their availability to Gavi staff and Alliance partners as needed;
  • Monitor trends and policy areas in global health and related fields and provide analysis, advice and public policy positions to engage in relevant discussions and dialogues;
  • Analyse policy, indicators and political commitments from academic sources, institutions, health platforms and governments;
  • Relate data, trends and analysis to health and development challenges and opportunities in Gavi countries of interest;
  • Provide radar function, research and guidance on public policy matters from a health, sustainable development and cross sectoral policy perspective;
  • Support senior management to engage in policy dialogues as needed.

QUALIFICATIONS

Academic:

  • Master’s level degree or equivalent in public health, public policy, economics, international development, international relations or other relevant discipline.

Experience:

  • Minimum of 8 years of work experience including:
  • Health and cross-sectoral policy research, including policy and data analysis related to health and public policy making and sustainable development;
  • Development of public policy positions and knowledge content.
  • Country level experience is policy and decision making is highly desirable;
  • Knowledge of political agenda setting, decision-making and policy processes is desirable;
  • Experience in project management is desirable.

Skills/Competencies:

  • Excellent public policy research and analysis with a rigorous understanding of policymaking, role of governments and decision-making pathways;
  • Excellent strategic insight particularly related to geopolitical, health and governance issues;
  • Deep familiarity with quantitative and qualitative methods for policy analysis;
  • Excellent economic reasoning and analytical thinking;
  • Experience in communicating the needs and experiences of developing countries;
  • Very good planning skills with an ability to prioritise work on long-term basis involving others and across departments;
  • Listens respectfully and presents persuasive arguments to address the concerns, wants and needs of others;
  • Team player who takes an interest and bolsters development needs of the team and recognises performance appropriately;
  • Outstanding interpersonal skills and ability to work effectively in a multicultural environment, establishing harmonious relationships both within and outside the organisation;
  • Demonstrated ability to deliver high quality work within tight deadlines.

Languages:

  • Fluency in written and spoken English;
  • Fluency in French desirable;
  • Other UN languages an advantage.
