Job Description

DevTech is implementing the United States Agency for International Development (USAID) funded Economic Growth Support Activity (EGSA). EGSA supports the government of Indonesia and other stakeholders with (i) evidence-based decision making; (ii) technical assistance to improve GOI capacity in public financial management and related governance; and (iii) capacity building to improve the business enabling environment for foreign and domestic enterprises.

The Monitoring, Evaluation, and Learning (MEL) Specialist will be responsible to lead the USAID EGSA MEL system, implement indicator measurement, and data management protocol. S/he will develop EGSA indicator data base and monitoring system for all EGSA indicator to comply with EGSA AMEL and PIRs. S/he will also lead the monitoring of EGSA activities and indicator tracking in close collaboration with the program team and support the development of workplans, progress and final reports. Finally, s/he will be the lead contact person during EGSA performance evaluation should USAID decide to do one.

Requirements

· Minimum 15 years overall relevant work experience for candidate with bachelor’s degree (and 12 years for candidate with master’s degree), including a minimum of 2 years working on research, monitoring and evaluation on international donor funded project.

· Proven experience working on data management, quantitative and qualitative research, and survey.

· Prior experience on contributing to monitoring and/or project performance evaluation report.

· Knowledge and understanding of monitoring and evaluation best practices and principles.

Services Provided

The Consultant shall carry out the following tasks:

· Lead the process to implement EGSA AMEL (Activity Monitoring Evaluation and Learning) plan.

· Develop data base management, dashboard and indicator tracking of all EGSA performance indicators.

· Manage and maintain data storage of EGSA indicators and its supporting document.

· Lead the collection, aggregation, and analysis of all EGSA indicator data.

· Check relevancy of EGSA M&E indicators with PIRs, activities, workplan and EGSA objectives.

· Contribute to EGSA reporting requirements, including quarterly, annual and final reports, and use the dashboard to improve M&E reporting in EGSA progress reports.

· Design and maintain on a monthly basis EGSA deliverables status and tracker with link to EGSA implementation tracker and AMEL reporting, to document output produced, and follow up plan for reporting purpose.

· Serve as EGSA representative during performance evaluation should USAID decide to have one.

Qualifications

· Bachelor or master’s degree in economics, social science, or other relevant fields.

· Prior work experiences on USAID funded project are preferred.

· Fluency in English and Indonesian both written and oral.

· Computer literate, excellent skills in MS Office, especially Word, MS Excel, Power Point. Familiarity with other data management software will be a plus.

· Proactive, accountable, good attention to detail and commitment to perform well at work.

· Able to work independently with minimum supervision.

All deliverables must be prepared in USAID reporting format and must be acceptable by EGSA and USAID.

The Consultants will submit their invoice monthly along with the monthly progress report as attachments to the invoice. The invoice, output and progress report will be reviewed and accepted by EGSA’s leadership.

The consultant will provide services for up to 60 days of level of effort (LOE) from o/a December 16. 2021 – October 31, 2022.
