EU Global Gateway Support Mechanism (GGSM)
The Global Gateway is the EU’s contribution to narrowing the global investment gap worldwide. It is in line with the commitment of the G7 leaders from June 2021 to launch a values-driven, high-standard and transparent infrastructure partnership to meet global infrastructure development needs.
The Global Gateway focuses on areas that bring solutions to the various challenges in the current geopolitical context and it is centred around: 1) Digital, 2) Climate & Energy; 3) Transport: 4) Health; and 5) Education & Research. The Commission is now contributing to implementing this investment agenda. It seeks to create a partnership where the public sector of Europe and of partner countries (like development banks and national export credit agencies) link up with the private sector in order to generate business investments that can contribute to wealthier societies to the benefit of all.
In this framework and under the transport pillar of GG, INTPA had initiated since the beginning of 2024 very fruitful discussions with EU federations of private sector involved in the railway sector, with some EU railway companies and rail suppliers, on governments’ interest and business opportunities coming up in various regions covered by DG INTPA: (i) in Latin American countries as part of the Global Gateway Investment Agenda (GGIA) in line railways and urban rail (e.g. Argentina, Brazil, Colombia, Costa Rica), (ii) in Sub-Saharan Africa along the Lobito and Abidjan-Ouaga corridors, in Cameroon, Gabon, Mozambique and southern Africa as well as East Africa, and (ii) in Central Asia along the Trans-Caspian Transport Corridor.
ASSIGNMENT: SUPPORT TO THE GLOBAL GATEWAY RAILWAYS WORKING GROUPS IN AFRICA, ASIA AND LATIN AMERICA
Global objective: Strengthen the development of the railways sector and the presence of the EU industry in partner countries.
Specific objective: Provide support to INTPA to pursue its objective of maximising EU companies chances to increase their presence in the above-mentioned markets, including by coordinating the work of the Railway Working Groups and providing technical support to facilitate the dialogue between the partner countries and the EU private sector.

Input: 60 man-days; The senior expert will have an indicative dedication of 15 days every 2 months.
Starting period: The indicative starting date of the assignment is September 2024.
Foreseen finishing period or duration: The foreseen duration of the initial phase is 12 months from the start of the assignment.
Location of assignment: Brussels.
