Job Description
Purpose
In response to the humanitarian crisis resulting from Russia’s invasion of Ukraine, CWS has established humanitarian assistance programming and collaborates with local partners to provide food and non-food items (NFI), specialized services such as medical, legal, and psychological consultations, and activities focused on fostering social integration, livelihoods, and mental health and psychosocial support (MHPSS). To better support CWS Moldova programs, CWS is seeking a Senior Officer (Monitoring and Evaluation). Reporting to the Humanitarian Team Leader, the Senior Officer (Monitoring and Evaluation) will lead the technical and strategic MEAL (monitoring, evaluation, accountability and learning) processes for the country program; including the design, development and implementation of a MEAL system and protocols for CWS Moldova; management of partner and donor reports; communication of evidenced-based results internally to inform management and program decisions, and externally to donors and program participants (beneficiaries and duty bearers) for accountability; capacity development among project and partner staff in line with CWS global and donor standards; and assistance with implementing complaint and feedback mechanisms.
This position is open to expats. The contract duration is through the end of 2024 with the possibility to extend.
Responsibilities
The CWS Senior Officer (Monitoring and Evaluation) for the Ukraine Response will:
Design, develop and implement the MEAL Workplan
- Lead the design, development, and implementation of a Monitoring, Evaluation, Accountability, Learning (MEAL) workplan for CWS Moldova
- Provide input as requested for project design, funding proposals and budgets to ensure that MEAL activities are realistic, budgeted and in line with donor guidelines/ requirements.
Monitoring & Evaluation
- Communicate reporting requirements to partners and ensure timely and high-quality completion of partner and donor reports.
- Ensure the collection and analysis of accurate information and data (quantitative and qualitative), to be used in donor reporting, and in decision-making for improved program performance.
- Ensure the reliable and accurate project participants counts, including required disaggregation for age, gender, and diversity, and to avoid duplicate counting.
- Assist Humanitarian Team Leader and Protection Program Manager to define, implement, monitor and analyze key indicators for CWS Moldova programs.
- Compile and provide required data for reporting per donor and CWS requirements.
- Undertake field visits to monitor program quality, discuss results with relevant staff, and prepare reports to be shared with the Program Director and relevant colleagues.
- Work with the program team to develop data collection tools and to regularly collect quality data.
Accountability
- Support the Protection Program Manager in the implementation of complaint and feedback mechanisms among partners programs.
- Communicate partner and program participant feedback to inform and improve programming.
Learning and Capacity Development
- Communicate partner and program participant feedback to inform and improve programming.
- Provide capacity development training and technical assistance to partners to support project proposals, logical frameworks, and accurate data collection and analysis.
Communications/Visibility
- Ensure CWS Moldova and partners’ adherence to donor branding requests and guidelines.
- Support CWS Communications team to provide meaningful stories and visuals (photos and videos) for external communication about Moldova program successes for individuals, communities, partnerships, etc. Follow CWS policy and best practices on the use of images and video of program participants.

Education:
- Bachelor’s degree or equivalent education and work experience.
- Master’s degree in social work, nonprofit administration or similar field preferred.
- Specialized training in monitoring and evaluation preferred.
Experience:
- Experience working in a humanitarian or emergency context; with forcibly displaced or socially vulnerable persons
- Experience with the development of monitoring and evaluation tools and protocols;
- Experience in providing training and technical assistance
- Must be able to travel to affiliate sites and able to troubleshoot;
- Excellent project and data management skills;
- Excellent organizational and time management skills and ability to manage a large and diverse workload under pressure and with competing priorities;
- Ability to maintain a high performance standard with attention to detail;
- Experience in general office work, processing information and materials and maintaining records and files;
- Strong interpersonal and diplomacy skills; ability to work effectively with partners and teams;
- Ability to conduct oneself in a professional and courteous manner at all times to represent the professional and institutional interests of CWS;
- Knowledge and experience in working with Microsoft Word, Excel, Power Point and database software is essential;
- Strong writing skills required.
