Job Description

Fondazione Giacomo Brodolini (FGB) is seeking a Senior Officer for its Policy Evaluation and Human Capital Area, with a focus on the evaluation of EU cohesion funds and publicly-funded programmes and policies.

Position: Senior officer - Policy Evaluation and Human Capital Area

Location: hybrid (fully or partially remote, with regular coordinating visits to the headquarters in Rome covered by FGB)

Requirements

We are looking for a proactive, enthusiastic candidate with a problem-solving attitude and ability to work under pressure and with tight deadlines. The successful candidate should have a proven track record of designing and implementing policy analyses and evaluations and be well-organised, able to work independently as part of a small team and willing to travel. He/she should also possess the following:

  • At least five years of professional experience in policy analysis and evaluation, working on EU-related projects and programmes.
  • Advanced university degree in social sciences, economics or related fields.
  • Fluency in English; knowledge of other languages is an asset.
  • Knowledge of EU policy cycle and programmes in the field of Human Capital, European Structural Investment Funds.
  • Excellent knowledge of key principles of descriptive statistics and of standard spreadsheet software (such as Excel).
  • Capacity to apply advanced quantitative/econometric analyses and to use relevant statistical software (SPSS; STATA), and/or experience with mining/content analysis techniques (NVivo etc.) and data visualisation will be an asset.

Tasks

  • Contribute to, and implement, analyses and evaluations of public policies and programmes in the field of human capital development (such as employment, skills, education and training, social inclusion, etc) using a range of quantitative and qualitative research methods.
  • Carry out fieldwork activities (i.e., interviews, focus groups, stakeholder consultations, etc.), desk research and literature reviews.
  • Write clear and concise reports and research deliverables that present findings and recommendations in a compelling and accessible manner for Italian and EU institutions.
  • Contribute to the development of new business opportunities by identifying potential clients and preparing proposals.
  • Develop and maintain strong relationships with clients and stakeholders, ensuring their satisfaction with our work.

Team description

Fondazione Giacomo Brodolini is a research institute in the field of employment and social policies, labour market analysis, gender studies, vocational education and training and regional development. FGB provides evaluation expertise and technical assistance to EU and national institutions and other public sector clients, and has offices in Rome, Milan and Brussels.

Through the team’s research and policy advice activities, this position will give the selected candidate an insight into the way in which national and supranational institutions make decisions and deliver on key societal challenges. He/she will gain exposure to a broad range of issues from employment to training, education, social inclusion and local development.
