The Nile Basin Initiative (NBI) is a partnership of the riparian states of the Nile that seeks to achieve sustainable socio-economic development, build a solid foundation of trust and confidence, and fight poverty through the cooperative development and management of Nile Basin water resources. The Eastern Nile Technical Regional Office (ENTRO) supports implementation of the Eastern Nile Subsidiary Action Program (ENSAP). ENSAP is an investment program aiming at efficient water management and utilization of the Nile waters; increased cooperation and economic integration between the Eastern Nile countries (Egypt, Ethiopia and Sudan); and poverty eradication in the region. ENTRO is expecting to receive a grant through Nile Basin Trust Fund – NBI Institutional Strengthening Project (NBI-ISP), and seeks to hire a Senior Operations Officer to strengthen its executive functions, working in an exciting and challenging multi-country environment.

The position will provide high level experience in executive support through strategic planning, support to organizational and governance effectiveness and strategic external liaison. The position will also bring strong team building background and together with multi-disciplinary project teams, will sharpen and implement result-based M&E systems, work planning and budgeting, capacity enhancement and resource mobilization to prepare and implement water and related natural resources of the NBI.

Nature of Appointment: This is a full-time Regional position with duty station at ENTRO Headquarters in Addis Ababa, Ethiopia, although work might necessitate field trips to other Nile Basin countries. The contract duration will be 1 year, renewable for up to 3 years within the NBI-ISP period, based on the performance and a 6-month probation. There is also a possibility of contract extension beyond the NBI-ISP period.

ENTRO offers a competitive salary package commensurate with qualifications and relevant experience. Priority will be given to candidates originating from the eastern Nile Region and women candidates are highly encouraged to apply.

Candidates must possess postgraduate degree in management, business, natural resources, engineering or other relevant discipline along with at least 10 years of demonstrated managerial-level experience in working with multi-disciplinary groups in a multi-government environment and a record of sound achievement. Excellent written and spoken English and fluency with modern technology and management techniques including sound computer and appropriate database skills is desired. Experience in river basin planning and development – exposure to development challenges in the eastern Nile Region would be highly regarded. Demonstrated high-level capacity to communicate and negotiate across public and private sector interest groups, excellent interpersonal skills, supporting resource mobilization and experience in dealing with international development partners is an added advantage.
