Implementing Agency in Support of a Project with the National Pensions Regulatory Authority (NPRA) in Ghana

The Consultant will undertake the role of Team Leader/Senior Pension Expert as part of the Implementing Agency in support of a Project with the National Pensions Regulatory Authority (NPRA) of Ghana. The contract for the Implementing Agency has been awarded to Ecorys Nederland B.V. after a international competitive bidding process.

NPRA office, Accra, Ghana

Role:

The NPRA, the Pension Regulator of Ghana, and its project partner the Swiss State Secretariat of Economic Affairs (SECO) have started a project to enhance the capacities of the NPRA to become a premier social security organization. As part of a team of three (which together will form the Ecorys project team, or Implementing Agency) you will advise the senior management and the governing board of the NPRA regarding the development and supervision of Ghana’s three pillar-pension system.

Responsibilities:

The Senior Pension Expert shall provide professional advice, guidance, and training to assist the NPRA accomplish the following activities (see ToR, attached).

Input:

The assignment will run from January 2016 till June 2017. A total of 300 working days is available of which the majority will need to be spend on site in Accra, Ghana. Approximately 5-10% of the number of working days can be used remotely when off-site.

Essential skills

Technical

  • Strong knowledge of regulation of and practical experience with PAYG as well as funded pension systems.
  • At least 10 years of industry experience with at least 5 years of regulatory and/ or supervisory experience at senior level, with demonstrated expertise in developing and implementing pension regulation and/ or supervisory structures
  • Expertise in the development and implementation of risk-based supervision procedures for multi-pillar pension systems
  • Expertise in the management of multi-pillar pension systems
  • Familiarity with the development and implementation of organizational processes, manuals etc., delivery of formal training and hands-on coaching and mentoring
  • Other
  • Familiarity with Ghana’s pension reforms will be an advantage
  • Strong communication, organizing, and interpersonal skills in an intercultural context
  • People management skills

  • Strong and stable personality, team-player and developer
  • Excellent English writing skills
