The Development Co-operation Directorate (DCD) supports the OECD Development Assistance Committee (DAC) to carry out its mandate to help increase financing for development and improve the effectiveness of development co-operation for sustainable development. The DCD also provides the Secretariat to the DAC Network on Gender (Gendernet) - a community of practice which shares experiences and leads evidence-based analysis, disseminates good practice and innovative approaches on integrating gender equality perspectives and women’s empowerment into key and emerging aspects of development co-operation, and steers policy guidance to strengthen the results of development co-operation in this area.

DCD is looking for a dynamic and experienced professional to lead the work of the Directorate in the area of development co-operation for gender equality and women’s empowerment. This portfolio includes leading DCD policy analysis and research in the area of gender and development, managing the Secretariat of the DAC Network on Gender and Development as well as communication and dissemination to support implementation of policy recommendations for effective development co-operation in this area.

The Senior Policy Analyst/Team Leader will provide the intellectual leadership for the design of DCD and the network’s strategy policy work and the implementation of the work programme in gender and development. S/he will manage relationships with development stakeholders engaged in this work stream. S/he will manage staff and resources assigned to this workstream towards the achievement of Programme of Work and Budget (PWB) outputs, and lead fund-raising to ensure the sustainable financing of the network’s activities.

The Senior Policy Analyst/Team Leader should have a track record in leading strategic evidence-based analysis in the area of gender at the international level, coupled with experience in partnership management, policy dialogue, and proven management and team-leadership qualities acquired in organisations whose work includes international development in a variety of sectors. The Senior Policy Analyst/Team Leader will report directly to the Head of the Global Partnerships and Policies Division.

Main Responsibilities

Management, planning and strategic support

  • Lead the design and the implementation of the Directorate’s work programme on gender equality and women’s empowerment with a focus on results, ensuring the outputs are delivered in a timely manner and according to budget.
  • Provide policy and analytical support to the DAC and the DAC Network on Gender and deliver the agreed work programme.
  • Provide leadership, timely and high quality advisory services DCD’s management and to the DAC in the area of gender and related development issues.
  • Manage and motivate staff to ensure high-quality and cost-effective delivery of the work programme through effective working methods, a good working atmosphere and good communication. Identify and supervise the work of expert consultants providing substantive inputs to the work programme.
  • Develop synergies with the work of other DAC subsidiary bodies. Foster relationships and collaboration with other parts of the OECD Development Cluster and other Directorates focusing on synergies and coordinated strategies with internal actors working on gender issues.
  • Provide guidance on integrating gender perspectives into the policy priorities of the DAC, including peer reviews, development effectiveness and aid statistics.
  • Develop strategic relations and partnerships with DAC members, other providers of development co-operation, partner countries, multilateral organisations, and NGOs working on gender and development.
  • Lead fund-raising activities to ensure the agreed work programme activities are supported by a sustainable funding base.

Intellectual leadership, analysis and drafting

  • Provide intellectual leadership for DCD’s gender work programme, identifying emerging opportunities and priorities, leading evidence-based analysis, and policy dialogue within the DAC and with development stakeholders on these issues.
  • Develop and draft policy guidance, policy positions, issues papers and factsheets for a range of audiences. Prepare briefing material and speaking points.
  • Exercise quality control of policy guidance products and reports on gender produced by the Directorate.
  • Lead interdisciplinary work and initiatives with the donor community, developing countries, multilateral organisations and NGOs to advance gender equality and women’s empowerment at national, regional and global levels.

Representation, communication and dissemination

  • Develop and implement effective communication strategies for policy products to maximise their value, visibility and impact within the DAC, the OECD and the international development community.
  • Represent the OECD at senior level international meetings and conferences.

Ideal Candidate Profile

Academic Background

  • An advanced university degree in political sciences, public policy, international relations or other relevant discipline with a specialisation in gender and development.

Professional Background

  • At least 8 years’ experience working for a bilateral aid agency, a multilateral organisation or with a partner government on gender issues in a developing country context (analytical, policy and operational).
  • Excellent track record in leading evidence-based analysis in the field of development and gender-related areas.
  • Experience in managing and leading an expert team to develop analysis, engage in policy dialogue and provide hig-level policy guidance to country governments and development stakeholders.
  • Solid working experience in developing countries in areas related to gender programming/policy.
  • Proven capacity to communicate effectively with different counterparts (government authorities, heads of agencies, civil society, and the private sector) to align actors and build networks.

Languages

  • Fluency in one of the two official languages of the Organisation (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

Contract Duration

  • Two-year fixed term appointment with the possibility of renewal.

Expected Recruitment Timeframe

Candidates who meet the requirements of the position will be invited to do a written test, foreseen early October. Shortlisted candidates will be invited for interview and further assessment late October/early November. Ideally the selected candidate for the position would take up duty in January 2018.

What the OECD offers

  • Monthly base salary starting from 8,100 EUR, plus allowances based on eligibility, exempt of French income tax.
