Job Description

Deloitte Consulting LLP is currently seeking a Senior Power Reform Specialist/Chief of Party (COP) for a long-term position based in Washington, DC. Skills sought include:

–10+ years’ experience, including as Chief of Party, leading and managing power sector reform and/or utility commercialization programs, including:

o Developing sector assessments, strategies and plans

o Hosting sector reform workshops and forums

o Preparing program designs and evaluations

o Designing and implementing new electricity market structures

o Developing appropriate legal and regulatory frameworks

o Designing and implementing new models for private sector participation

o Strengthening corporate governance

o Utility financial modeling and planning and tariff analyses

o Customer regularization and metering

o Expanding access to electricity service

o Capitalizing on new technologies and emerging trends, particularly with grid systems

o Enhancing utility organization and capacity

o Promoting gender equality; Highlighting key gender issues that impact sector reform, utility commercialization, and Energy

o Training and technical assistance for Government policymakers, regulators and utility staff

o ‘Best practice’ analyses, reports, and media to promote thought leadership in the areas of sector reform, utility commercialization, Energy, and their intersections

Demonstrated experience in rapidly assembling and managing teams that have the appropriate skills and experience to effectively execute identified tasks.

–5+ years of experience managing large, USAID-funded teams and deliverables –Graduate degree in economics, energy/ environmental policy, engineering, or a related field –Proven ability to coordinate with governmental and non-governmental entities, donors, ongoing programs, and the private sector stakeholders and build consensus –Highly developed interpersonal skills; demonstrated strong analytical and problem-solving skills; exceptional oral and written communication skills –Fluency in spoken and written English with strong oral and written presentation skills Please submit a cover letter of interest and CV to the following mailbox to express interest:
