Job Description
To implement the SIDA-funded PSD Hub Programme in Ethiopia over the period 2008-2010, we are looking for a Long-Term Senior PSD Advisor based in Addis Abbaba in charge of the following tasks:
•To play a leading role and advise in the initiation, planning, preparation, proposing, management, development, monitoring and reporting of current and new intervention projects. Participate and advise in the procurement of consultancy services providing technical assistance including the preparation of consultant’s ToRs and tender documentation. Participate, advise and review in respect of project documents and study reports. In general, to provide support, transfer of knowledge and advice to the PSD Hub Manager and the Hub core staff so as to improve the professionalism, efficiency and quality of PSD-Hub core activities and outputs and to enhance the quality of the PSD Hub operations to an internationally acceptable quality level;
•Develop procedures and manuals covering the functions cited above with special emphasis on:
a)Preparation of project proposals, project planning and project management.
b)Preparation of TOR in respect of consultants providing technical assistance.
c)Procurement of consultancy services
d)The planning and management of PSD related studies
e)The reviewing, editing and publishing of PSD study reports
•Conduct a training needs assessment of the PSD Hub staff and develop an on the job and institutional training plan to be undertaken domestically and/or abroad specifying field, place, period of training and any other relevant factors.
•Liaise with the Consulting firm’s backup office and ensure all services requested are provided expediently and in line with the requirements of the PSD Hub.
•In addition to assisting the PSD- Hub, the Senior Adviser may be requested to advise and assist other private sector Business Membership Organisation (BMOs) in their procurement of technical assistance and expert services including the management of tender invitations, evaluation and negotiation and contracting of such services according to internationally accepted procurement practice.
The Senior PSD Advisor should have the following qualifications:
- Post graduate qualification in Business Administration, Economics, Law or related areas,
- At least 10 years of progressively responsible experience in PSD Programme Management in developing countries for the main International Donors,
- Proven experience in Public-Private Dialogue, Institutional Strengthening of PSD-related Intermediary Organisations, and in the provision of first-class consulting services to Business Development Organisations,
- Chambers of Commerce experience strongly appreciated,
- Extensive experience in Africa and in-depth knowledge of PSD constraints, SWOT analysis, and implementation of international best practises,
- Working Knowledge of English, other languages a plus.
