DevTech is currently managing USAID/Indonesia’s Economic Growth Support Activity (EGSA). EGSA has three objectives: i) enabling evidence-based decision making through ongoing analysis that links together the United State Government’s Indo-Pacific Strategy (IPS), Journey to Self-Reliance (J2SR), and Government of Indonesia (GOI) priorities (CDCS); (ii) improving Government of Indonesia (GOI technical capacity in tax collection, public expenditure, and financial accountability; and (iii) improving the business enabling environment for foreign and domestic business entities.
The government has created some regulations to support the mainstreaming of rooftop solar systems, private sector’s participation is needed in other aspects such as procurement of the solar unit, technical expertise for installation and maintenance, and financing schemes. EGSA assists the government to conduct this study with aims to strengthen private sector engagement to support renewable energy adoption at community and household levels, to strengthen government capacity to create an enabling environment for private sector investment in small scale renewable energy, and to contribute to the achievement of GOI’s target to mainstream renewable energy adoption.
PSE Expert will collaborate with EGSA’s Business Enabling Environment (BEE) Expert in conducting a study on the existing private sector engagement with energy cooperatives and identify potential partnerships to support successful adoption of rooftop PV system by cooperatives and provide recommendations for enhancing private sector collaboration with energy cooperatives. This activity will complement EGSA’s support to Ministry of Cooperatives and SMEs to create an enabling environment for PV system energy cooperatives, as there are other aspects such as PV system procurement, installment, maintenance, and financing that require the private sector’s participation.
Requirements
· Professional and expert knowledge of private sector engagement on energy for small scale renewable energy, particularly on solar rooftop PV system
· Previous experience in research and economic analysis, policy formulation, application of economic principles particularly in the field of renewable energy.
· Have at least one or more previous duties as consultant/principal researcher (measured by the sample related report submitted in the application form).
Services Provided
The PSE Expert will collaborate with EGSA BEE Expert to:
· Identify the current and potential private sector, banks, and cooperatives that is involved in solar rooftop PV in Indonesia. This includes the engineering, procurement, and construction (EPC) companies at regional and national level, banks, and other financial institutions that intend to develop standardized financial products to support the financing of rooftop PV rooftop projects.
· Develop inventory of regulations (national and sub-national) and policies (fiscal and monetary) that may hinder or encourage private sector engagement and banks in renewable energy projects, particularly when engaged with cooperatives and SMEs/community solarpreneurs;
· Conduct survey, in-depth interviews and FGD to develop analysis on the current level of private sector engagements to support rooftop PV at the community (cooperatives) and household levels;
· Develop policy recommendations for short, medium, and long-term planning for better involvement of the private sector and banks to cooperatives and SMEs/community solarpreneurs
· Present analysis findings and policy recommendations for review and input from Ministry of Cooperatives and other stakeholders
· Produce a final report in English and Bahasa Indonesia with analysis of findings and policy recommendations on the creation of linkages between cooperatives and private sector on rooftop PV procurement and maintenance, creation of a financing scheme or credit risk coverage by the government to reduce the cost of rooftop PV systems.
Qualifications
· A minimum of 12 years of working experience for candidate with Master’s degree or 15 years for candidate with Bachelor degree working in areas related to renewable energy, cooperatives, SMEs or business management, including conducting research and analysis, policy formulation, application of economic principles in the areas of small-scale renewable energy policy and SMEs.
· Prior work experience with the GOI agencies related to renewable energy, cooperatives and/or SMEs policy is preferred.
· Fluency in English and Indonesian both written and oral.
· Ability to work independently, with flexibility and deliver results under time pressure.
· Ability to work as a part of a team and with minimum supervision.

All deliverables must be prepared in USAID reporting format and must be acceptable by EGSA and USAID.
The Consultant will submit their invoice monthly along with output produced and monthly progress report as attachments to the invoice. The invoice, output and progress report will be reviewed and accepted by EGSA Business Enabling Environment (BEE) Expert.
The PSE Expert will provide services for up to 55 days of level of effort (LOE) from December 1 – April 30, 2022
