Job Description
General functions:
Under the overall supervision of the Regional Representative of MRF Brussels and in close collaboration with the Consortium Members (IBF International, IOM and British Council), the successful candidate will be accountable and responsible for the implementation, oversight and coordination of the “Intra-ACP Migration Facility” project,
funded by the ACP Secretariat within the framework of the European Development Fund(EDF).
In particular he/she will:
1. Be responsible and accountable for the overall management and administration of the “Intra-ACP Migration Facility” project within the Programme Management Unit (PMU) set up in Brussels, Belgium by the Programme Consortium.
2. Develop and manage a proper overall programme implementation strategy as well as four annual programme estimates involving tasks related to the preparation and awarding of contracts and grants, as well as their subsequent management; ensure the timely implementation and achievements of programme outputs; review project outputs and
timelines versus objectives as set forth in the programme documents.
3. Be responsible for the monitoring of the entire “Intra-ACP Migration Facility” project and accountable for the two components (as per below points 8 and 9 and coherence with the third one, namely the ACP Observatory on Migration, implemented via a grant contract.)
4. Maintain close contact and coordinate programme activities with the members of the Programme Consortium (IBF International, IOM and British Council) and involve them in the implementation of the programme as required for the implementation of the activities.
5. Establish and maintain close contacts with the ACP Secretariat in Brussels, relevant regional organizations (Economic Community of West African States (ECOWAS), Economic Community of Central African States (ECCAS), East African Community (EAC), South African Development Community (SADC), Caribbean Community (CARICOM) and Asia Pacific Economic Cooperation (APEC) and national institutions in the 12 ACP pilot countries (Angola, Cameroon, DRC, Haiti, Kenya, Lesotho, Nigeria, Papua New Guinea, Senegal, Tanzania, Timor Leste, Trinidad and Tobago) as well as the European Commission (DG Development, Aidco etc).
6. Be responsible for the PMU; supervise and direct programme staff in the PMU and the 12 long term (LTME) and short term (STME)migration experts assigned to the six ACP regions (Caribbean, Pacific, West Africa, East Africa, Central Africa and Southern Africa); initiate recruitment of additional staff members when appropriate.
7. Liaise with relevant functional units at Headquarters (Migration, Policy, Research and Communication, Migration management Services-Technical Cooperation on Migration) and relevant IOM Missions and coordinate closely with the ACP Observatory on Migration, as required for the implementation of the activities.
8. Be responsible for and coordinate capacity building of regional and national authorities in the ACP regions to integrate migration into development policy strategies, in line with the Terms of Reference (ToR) for the Intra-ACP Migration Facility and in close cooperation with the LTME and STME.
9. Be responsible for and coordinate capacity strengthening of regional and national civil society actors in the ACP regions in order to enabling them to participate in the institutional dialogue regarding migration issues, in line with the ToR for the Intra-ACP Migration Facility and in close cooperation with the LTME and STME.
10. Set up and ensure regular meetings of the Programme Steering Committee.
11. Represent the PMU in relevant meetings, seminars, trainings and conferences.
12. Develop and be responsible for a suitable internal communication and external information strategy on the Intra-ACP Migration Facility, in coordination with the ACP Secretariat and other relevant project stakeholder.
13. Undertake duty travels related to the programme assessment, liaison with LTME and STME and counterparts, problem solving etc.
14. Monitor and keep track of the project’s operational expenditures and ensure that expenditures are in line with the budget limitations of the programme; coordinate with the resource officer/accountant eventual budget revisions and financial reports.
15. Ensure compliance of implementation with donor requirements (ACP Secretariat; EDF) as well as related IOM guidelines, rules and regulations.
16. Prepare regular, special and other required reports, and ensure that all reporting requirements are met in a timely manner.
17. Perform such other duties as may be assigned. Changes in the specific tasks of the position may occur following publication of the
project’s Terms of Reference.
Desirable Qualifications:
Education and Experience
a) Advanced University degree (Master’s), preferably in Migration Studies, Political or Social Sciences, Business Administration, International Relations, Development Studies or related field;
b) ten years of relevant professional and operational experience in programme formulation, implementation and evaluation;
c) experience in managing large transnational programmes and EC funded projects (preferable funded under EDF);
d)work experience in liaising with governmental authorities, national/regional and international institutions and civil society;
e) work experience in the ACP regions.
Competencies
a) Excellent writing, communication and negotiation skills;
b) excellent analytical skills and demonstrated ability to manage complex projects/programmes involving different countries;
c) excellent problem solving skills; d) sound knowledge of migration related issues in the ACP region and in particular on the linkages between migration and development;
e) capacity to build strong relationships with stakeholders, including
programme partners and donors etc.; f) effective resource management and mobilization skills;
g) good knowledge of financial and administrative management; good knowledge of EDF rules;
h) ability to lead a team effectively and to supervise and direct staff in order to achieve desired goals;
i) ability to work effectively and harmoniously in a team and with colleagues from varied cultures and professional backgrounds;
j) good level of computer literacy.
Languages
Fluency in English and French. Working knowledge of Portuguese or Spanish an asset.
