Position Summary

The USAID-funded Zambia Integrated Systems Strengthening Programme (ZISSP) will apply systems strengthening interventions simultaneously at each level of the health system – national, provincial, district, and community - to achieve results related to delivery and utilization of high-impact health services. ZISSP’s integrated technical approach is designed to (1) work horizontally to improve planning and management at each level of the health system, (2) bring private sector resources to bear on improving health service delivery, (3) identify and address gender- and age-related barriers to care, and (4) address specific clinical and programme issues related to each of ZISSP’s areas of focus: HIV/AIDS, family planning, maternal and neonatal health, child health and nutrition, and malaria.

The Senior Programme Officer will provide high quality, participatory training to healthcare professionals to improve their management and leadership knowledge and skills. S/he is responsible for the day-to-day programme activities related to training, including facilitation of the MLA workshops which combine interactive didactic sessions with approximately 20 participants and smaller break-out groups for case study work. S/he will train and mentor additional trainers in the content and process of the MLA programme in later years of the project, as well as, provide ongoing supervision and mentoring. The Senior Programme Officer will also contribute to the ongoing refinement of the MLA curriculum and case studies and ensure local organizations and staff are adequately briefed on the purpose and content of the MLA programme.

Key responsibilities:
  • Serve as lead facilitator for MLA workshops, conducting the trainings and adapting the content and schedule as necessary
  • Assist with preparation, delivery, and follow up work related to MLA training activities (TOT workshops, general workshops, and mentorship sessions)
  • Collaborate with MOH representatives, Programme Director, Programme Officer and team members of the prime contract holder to create training programme schedule
  • Manage the budget for the training programme
  • Coordinate with the Provincial Health Offices on the selection process for participants
  • Ensure that all materials are ready for each training workshop, including coordinating any special needs for training workshops (e.g. videotaping, etc.)
  • Observe trainee responses and participation to evaluate effectiveness of materials and training methods for each topic
  • Review evaluation forms and note any issues and/or ideas
  • Ensure all data needed for donor reports is collected and recorded accurately
  • Write reports evaluating workshop training, including results and lessons learned
  • Contribute to the ongoing refinement of the MLA curriculum and case studies
  • Coordinate with Programme Director to recruit qualified trainers as needed
  • Provide orientation, comprehensive training and supervision to new hires
  • Build ability and confidence of trainers to adapt training materials to their own styles, while maintaining the integrity of the content and process
  • Work with the M&E and Knowledge Management Specialist in collecting information from participants at workshops, and in capturing and synthesizing success stories and feedback on programme effectiveness
  • Work with the Operations Coordinator and Programme Officer in day-to-day activities, such as participant identification and workshop logistics in a timely basis
  • Prepare activity budgets, in line with procurement procedures
Required Qualifications:
  • MBA, MPA, MPH, MD, or graduate degree in a relevant area
  • Five to ten years of technical experience in human capacity development, preferably in the area of management and leadership capacity development
  • Mastery of adult learning theory and practice
  • Powerful listening skills and excellent communication skills
  • Excellent participatory group facilitation skills
  • Ability to build capacity of trainers and mentors in facilitation skills
  • Ability to articulate complex and subtle management and leadership concepts in simple language, with relevant examples from the context of healthcare delivery in Zambia
  • Advanced Word, Excel and PowerPoint experience
  • Demonstrated ability to manage programme budgets and expenses
  • Experienced in the coordination and management of preparations of a multi-day training programme or course
  • Excellent planning/organizational, and communication skills
  • Willingness to travel within Zambia (up to 35%)
