SUMMARY OF THE PROJECT

The CAPRED Facility is Australia’s flagship bilateral economic development program in Cambodia, focusing on economic recovery and resilience over the next four years, with a possible three-year extension.

The Facility supports Cambodia in implementing a range of necessary economic interventions and reforms to maintain the country’s economic transition. These interventions and reforms are primarily aimed at encouraging more productive and inclusive public and private investment, which promotes a resilient, inclusive and sustainable economy (RISE).

CAPRED interventions fall under three technical components including: Agriculture and Agro-processing; Trade, Investment and Enterprise Development and Infrastructure Development; and one Cross-Cutting component comprising: Gender Equality, Disability and Social Inclusion (GEDSI); Climate Resilient initiatives, and policy support. GEDSI is at the heart of all that CAPRED does.

SUMMARY OF THE POSITION

The Public Sector Policy Adviser will provide advice to CAPRED’s activities focused on improving Cambodia’s private sector enabling environment. The position will provide technical assistance to CAPRED’s implementation teams in designing, implementing, and evaluating policy development, reform, and implementation initiatives. CAPRED has a unique approach to policy reform. It works directly with the private sector, providing co-investment, technical assistance and market insights. Using information collected from the facility’s portfolio of investments, the program is designed to support policy reform that is based on real-time, practical market insights. It creates platforms for dialogue between the public and private sector and gives voice to the private sector and marginalised market actors in the policy process. The position will support CAPRED to build a reputation for delivering reliable, evidence-based policy insights. This work is driven through the program’s Policy Hub which supports implementation teams to assess and track progress of policy reform initiatives (analysis, formulation, implementation, monitoring and evaluation). The Policy Hub cross-fertilises ideas across work areas, develops common standards, methods, and approaches.

The Public Sector Development Adviser requires a unique blend of skills with strong technical capacity and a high degree of emotional intelligence. It will require a deep understanding of private sector development principles and approaches, strong track record of supporting successful policy advocacy in complex political economy environments, an ability to generate unique policy insights utilising bottom-up and top-down data, a demonstrated ability to write persuasive and concise policy briefs and synthesise market intelligence. Crucially, it will also require the ability to guide and mentor a team of highly capable national staff, gaining their trust and respect, and the ability to provide thought leadership without commanding the limelight.

KEY RESPONSIBILITIES

  • Coach, mentor and develop the policy skills of a team of highly capable national staff, supporting and cross fertilising across teams to develop a policy reform portfolio that improves the business enabling environment.
  • Conduct research and analysis on industry level challenges and the broader public sector enabling environment, including the regulatory framework, access to finance, and investment/export opportunities.
  • Support staff to Develop and implement programs to promote public sector development in Cambodia.
  • Build partnerships with government agencies, businesses, and civil society organisations to promote evidence-based policy for public sector development.
  • Provide input to the facility’s strategies, technical documents, and reports.

· Provide input to building policies that improve private sector and public sector resilience to climate change related risks and opportunities.

  • Represent the organisation, as required.
  • Ensure stakeholders will operate within Cowater and DFAT-related codes of conduct and policies including all inclusion-related policies such as Child Protection and PSEAH; antifraud and corruption; value for money and other policies.

JOB REQUIREMENTS

  • At least 8 to 10 years of experience in public sector reform, with a focus on private sector development and business enabling environment.
  • Experience in working on policy related aspects of market systems development programs desirable)
  • Strong analytical and research skills (data visualisation capability highly desirable)
  • Excellent written and verbal communication skills.
  • Ability to work independently and as part of a team.
  • Demonstrated ability to build relationships and work effectively with a variety of stakeholders.
  • Demonstrated experience in implementation of GEDSI integrated and targeted approaches with the public and private sector.

This is a full-time position with attractive monthly remuneration package being commensurate with qualifications and experience.
