Proposal Summary:

MSI is preparing to bid on the Yemen Monitoring, Evaluation, and Learning Project II (YMELP II). The purpose of the Yemen Monitoring, Evaluation, and Learning Project II (YMELP II) is to establish a third-party monitoring (TPM) and evaluation system to monitor, verify, and analyze trends in humanitarian programming in Yemen funded by the United States Agency for International Development (USAID) Bureau for Humanitarian Assistance (BHA)

Position Summary:

MSI is seeking a Sanaa-based Senior Representative who will be responsible for working with government officials, members of the local authority and BHA Implementing Partners (IP) to coordinate and facilitate implementation of TPM data collection activities. The Senior Representative will work closely work with YMELP II Chief of Party and Senior Monitoring, Evaluation and Learning (MEL) Specialist.

Responsibilities:

  • Work closely with the COP and Senior Monitoring, Evaluation and Learning (MEL) Specialist to support the goals and objectives of the YMELP II project.
  • Maintain active and productive relationships and ongoing consultations with government officials, local authorities and BHA IP representatives.
  • Liaise with BHA implementing partners at the direction of the COP.
  • Work with relevant government stakeholders to obtain permissions for conducting TPM data collection.
  • Develop TPM data collection protocols for obtaining permissions and interacting with key stakeholders during the TPM data collection process.
  • Develop security protocols for conducting TPM data collection activities, in consultation with the YMELP II security specialist.
  • Coordinate with other members of the YMELP II project team and MSI home office on administrative and technical activities, as needed.
  • Support COP with supervising the project team and providing leadership and guidance to staff members.

Qualifications:

  • Bachelor’s degree in social sciences, management, or a related field required.
  • A minimum of 10 years of progressively responsible professional experience in humanitarian, economic and social development, program management, humanitarian affairs, civil affairs, or a related field is required.
  • Minimum of five years of experience working with and/or closely coordinating with government and local authorities, including the National Authority for the Management and Coordination of Humanitarian Affairs and Disaster Recovery (NAMCHA).
  • Minimum of five years of experience working with and managing diverse teams working on humanitarian and/or development projects.
  • Familiarity with issues related to the implementation of humanitarian assistance activities for refugees and IDPs, food aid, and food security in Yemen is preferred.
  • Experience working with USAID and/or other international donors is preferred.
  • Excellent oral and written communication, analytical, interpersonal, and team management skills required.
  • Fluency in English with excellent written and oral communications skills.
