Job Description

Human Dynamics Consulting teams are working in Central & Eastern Europe (CEE), the Commonwealth Independent States (CIS), the Middle East Africa (MEA), East Asia and Latin America.

Project title: Integration of Financial Management Informatics System of the State Treasury and Budget Users


Brief description: The overall objective of the project include:
• to enable the Ministry of Finance to build an efficient public financial management system designed and operating to European standards, through the modernization of budget processes and increasing capacity for budget management. This includes modernization of budget processes, improving the budget execution system and training of the Ministry of Finance’s and line ministries’ staff.

In order to achieve the above overall objective, the objective of this project is to develop and implement an IT solution which will enable the efficient and accurate exchange of data between the FMISs of the budget users and the FMIS of the State Treasury. It is envisaged that this can be achieved by developing and implementing the following IT system components, namely:
• an electronic document exchange gateway (EDEG) system component which will be connected to the State Treasury’s SAP system by a;
- SAP XML/EDI (Electronic Data Interchange) software component to enable two-way exchange.
• A Master data management (MDM) system component to ensure the unique identification and consistent description of the business entities being exchanged.

The purposes of this project are as follows:

• To modernize the State Treasury IT system by enabling two-way exchange of financial data between the Financial Management Information System of the State Treasury (SAP system) and the Financial Management Information Systems (various) of the budget users;
• To ensure unique identification and consistent description of business entities exchanged between the FMISs and enable consolidation of financial data;
• To improve the efficiency of the budget preparation and budget execution processes.

Commencement date of the project: November 2008

Duration of the assignment: 110 work days over 18 months

Qualifications and skills:
•SAP Financials certified consultant (certification should be for the relevant version of the software)
•Knowledge of Financial Management Information Systems for the public sector is an advantage
•IT related university degree
•Fluent in English (both oral and written)

General professional experience:
•Minimum of 5 years professional experience in a relevant field

Specific professional experience:
•Must have worked on a minimum of 2 implementations of SAP Financials
•Should have experience of at least one SAP implementation in the Region3
•Working knowledge of public sector Financial Management information systems and Treasury information systems would be considered an advantage
