(2) Senior Technical Officer (STO) positions available.

Partners for Development (PfD) is recruiting for:

  • a Senior Technical Officer (STO) for the Food for Progress program in Cambodia focused on the dairy sector and
  • a Senior Technical Officer (STO) for the Food for Progress program in Laos focused on the fruits and vegetables sector.

1) STO Cambodia

The overall role of the Senior Technical Officer (STO) will be to lead, support and advise on technical components for the USDA Food for Progress Cambodia program with an emphasis on the private sector, agricultural productivity and trade of agricultural products (domestic, regional and international). The individual will work within the parameters of PfD’s Policy and Procedures and will work closely with the PfD HQ team on the Food for Progress program in Cambodia. Please note that this position is contingent on donor funding.

Job Description:

  • Advise and support the value chain design, strategy inputs for the USDA Food for Progress Cambodia program
  • Advise on technical components for the USDA Food for Progress Cambodia program, specifically the dairy sector in Cambodia
  • Provide technical assistance and guidance to improve program quality and impact
  • Lead development of tools, system, processes and approaches
  • Support resource mobilization efforts within the program and others initiatives to advance PfD’s work
  • Perform other duties as assigned

Qualifications:

  • Master’s degree in agriculture, agribusiness, agricultural economics, or other related field is required; or equivalent work experience
  • At least ten years of professional work experience in agriculture value chain development, with a minimum of 5 years in the private sector. This experience should include capacity building with community-based organizations (e.g. out-grower operations, co-ops, producer associations, marketing associations), improving market linkages with value chain actors, and improving value chain actors’ access to financial and business development services
  • Knowledge of the dairy sector, ideally in Cambodia
  • Experience developing and strengthening agribusiness activities supporting smallholders
  • Experience working in Southeast Asia preferred, ideally in Cambodia
  • Knowledge of financial analysis for farm management, non-farm rural enterprise, agribusiness and/or food marketing companies in Southeast Asia
  • Demonstrated experience with gender mainstreaming in agriculture projects, ideally dairy related
  • Excellent verbal and written communications skills (writing samples are required), and strong facilitation skills
  • Previous experience on USDA funded agricultural/agribusiness development programs

Location: This position will be based full time in Cambodia.

2) STO Laos

The overall role of the Senior Technical Officer (STO) will be to lead, support and advise on technical components for the USDA Food for Progress Laos program with an emphasis on the private sector, agricultural productivity and trade of agricultural products (domestic, regional and international) specifically as it relates to the fruits and vegetables value chains. The individual will work within the parameters of PfD’s Policy and Procedures and will work closely with the PfD HQ on the Food for Progress program in Laos.

  • Perform other duties as assigned

  • Experience developing and strengthening agribusiness activities supporting smallholders
  • Experience working in Laos or Southeast Asia preferred
  • Knowledge of financial analysis for farm management, non-farm rural enterprise, agribusiness and/or food marketing companies in Benin and West Africa
  • Demonstrated experience with gender mainstreaming in agriculture projects
  • Excellent verbal and written communications skills (writing samples are required), and strong facilitation skills
  • Previous experience on USDA funded agricultural/agribusiness development programs

Location: This position will be based full time in Laos.
