Job Description
RESPONSIBILITIES
General Responsibilities
- Planning, in coordination with the relevant functional managers, the yearly logistic support requirements and associated budgets to include workforce and administrative resource requirements.
- Managing all customer and Host Nation (HN) relationships and facilitating when required the liaison between customers and suppliers for technical issues.
- Assisting the Chief of Section in workforce and administrative resources planning for the systems the incumbent is responsible for.
- Representing the Programme Office in all relevant resource management committees, requirements definition, technical and controlling committees and relevant customer meetings for the systems of their area of responsibility.
- Obtaining customer requirements and managing the process leading to the establishment of logistics requirements in coordination with functional managers.
- Preparing technical specifications, Statements of Work (SOWs), specific contractual requirements and other documents required to implement system support activities, as well as participating in technical evaluation of bidders’ offers.
- Developing and coordinating internally the workforce and resource documents for customer approval.
- Coordinating the allocation of workforce resources with functional managers for the execution of logistics support requirements.
- Planning the operational budget requirements with customers and providing consolidated results to the operational budget officer for further consolidation.
- Monitoring and controlling the implementation of the operational budgets and providing feedback to customers based on reports provided by the operational budget officer.
- Assessing the different aspects of support performance and reporting to customers.
- Performing activities aimed at expanding the customer base, the services portfolio and the systems supported in the area of his/her responsibility.
- Assisting the Chief of Section in identifying specific training requirements related to EW, FP and CIS and in preparing the annual Training Plan.
- Acting as advisor to the Chief of Section on all aspects related to EW, FP and CI systems.
- Performing Travel on Duty (TDY) as required.
- Performing other related functions as required in peacetime and any other appropriate functions assigned in times of crisis or war.
- In the event of crisis or war the incumbent will, subject to the agreement of his/her national authorities, remain in the service of the Agency.
Specific Responsibilities
- Developing and implementing life cycle support strategies including obsolescence management and supportability improvements based on technical facts, customers’ operational requirements and budgetary outlook.
- Managing all aspects of the Communications, Crypto and Electronic Warfare Panel of the MACCE Support Partnership as directed by the Chief of Section.
- Performing studies on new EW, FP or CIS equipment and systems being acquired by Nations, NSPA or NATO bodies, with a view to establishing their logistic supportability by NSPA in a coherent, homogeneous way.
- Developing and maintaining a five-year business development plan for EW, FP and CIS and contributing to the Systems Group business development initiatives.
- Ensuring the implementation of the risk management process and managing the risks raised in their area of responsibility in compliance with NSPA prescriptive documents on Risk Management.
QUALIFICATIONS
General Qualifications
- University degree (preferably in engineering/electronics) or equivalent.
- At least five years of experience in managing support through the life cycle of a system family in industry or in a military environment.
- Ability to deal effectively with personnel at all organisational levels
- Ability to facilitate/present persuasively and negotiate effectively to achieve desired outcomes.
- Ability to manage time and work effectively under pressure while producing quality products under shortnotice deadlines.
- Ability to develop resourceful and effective solutions to problems (including HR), to focus team on performance goals and expectations, to track metrics and measure performance, and to engage problems early to mitigate risk and redirect performance.
- Knowledge of information systems at end-user level with experience in using personal computers and software packages.
Specific Qualifications
- Experience in Contractor Logistics Support (CLS) at management level of a similar civilian or military organisation.
- Experience in SOW development, bid evaluation and contractual follow-up.
- Knowledge and experience in supply chain management of Communications, Cryptographic and Electroni Warfare equipment.
- Knowledge of Integrated Logistics Support (ILS) and supportability engineering.
