Title: Senior Treasury Specialist
Department/Division: Treasury Department (TD) / Treasury Services Division (TDTS)
1. IMMEDIATE REPORTING RELATIONSHIPS:
The position reports to: Assistant Treasurer, TDTS
The following staff positions report to the Senior Treasury Specialist: National Officers and Administrative Staff
2. JOB PURPOSE:
Lead the management of ADB cash operations, which include disbursements of funds under the Ordinary Capital Resources (OCR), Asian Development fund (ADF), complementary loans, equity investments under the private sector operations, technical assistance special fund (TASF), and administrative expenses. Lead, supervise and manage ADB outsourced cash from facilities to a commercial bank. Work within general policies, principles and goals, working directly with clients.
3. EXPECTED OUTCOMES:
1. Cash Management and Operations *
- Lead the work to administer the accuracy and timeliness in the use of disbursements of loans and equity investments under the private sector operations, technical assistance (TAs), and administrative expenses including payroll and pension.
- Lead and work with the Controller’s Department (CTL) to ensure the disbursements of program loans which are large in amounts and fast disbursing are delivered to the borrowers with absolute accuracy and in a timely manner.
- Lead and establish contacts with the government agencies/central banks to encash the Article 6.2(b) notes for administrative expenses in coordination with CTL to replenish the accounts of the respective Resident Missions.
- Lead and supervise the commercial bank handling ADB’s outsourced Cash Room facilities to ensure that quality services are provided to staff by releasing travel advances and payments to consultants in accordance to the Service Level Agreement entered between ADB and the commercial bank.
- Ensure the accuracy in recording the collections of funds by the commercial bank through the Cash Room facilities.
- Lead and coordinate with Citibank in the use of CitiDirect (i.e., web-based applications) for continuous, uninterrupted, and secured electronic file transfer of data relating to pension payments outsourced to Citibank New York.
- Lead and undertake the use of CitiDirect to issue onsite multicurrency checks drawn on Citibank New York.
- Lead and identify opportunities to rationalize and streamline payments processing by outsourcing it to an international commercial bank.
- Ensure the integrity in the payment details involving cross-border wire transfers which should be accompanied by accurate and meaningful originator information as mandated by the Financial Action Task Force (FATF) in the context of anti-money laundering.
- In coordination with CTL, ensure proper internal control and treasury procedures are maintained in processing payment of administrative expenses, disbursements under loans, equity investments, and technical assistance, in compliance with ADB’s role in combating Money Laundering and the Financing of Terrorism (ML/FT)
2. Business Continuity *
- Lead and supervise the Disaster Recovery Procedure (DRP) tests in the use of Society for Worldwide Interbank Financial Telecommunications (SWIFT), Oracle, CitiDirect and the Mainframe as part of the business continuity management plan for payments critical to ADB’s disbursement of loans.
- Lead and coordinate with the Office of Information Systems and Technology (OIST) to seek improvements in the use of Information Technology (IT) applications to streamline business process and to enhance controls.
3. Staff Supervision *
- Take the role of team leader and supervise the work of team members.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.

5. KEY RELATIONSHIPS:
a. Supervisor
Assistant Treasurer Work planning, performance feedback, results assessment, and personal development
b. External Clients
Contacts with the respective central banks in DMCs to arrange to encash Article 6.2(b) notes, international correspondent banks to effect payments to beneficiaries, and external service providers managing ADB Cash Room facilities, and external IT solution provider such as Citibank in the use of CitiDirect for payments
c. Internal Clients
Contacts with CTL, OIST, the Office of Administrative Services (OAS) and the Department of External Relations (DER), to support payments and collection; liaise with the Office of the General Counsel (OGC) for compliance issues; liaise with the Office of Auditor General (OAG) for internal controls including anti-money laundering issues
6. EDUCATION REQUIREMENTS:
A university degree in Accounting, Finance, Business Administration or related fields, preferably at post-graduate level or its equivalent
7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
- Suitability to undertake the responsibilities mentioned above at the required level
- At least 10 years of relevant experience in commercial and international banking, including experience in treasury back-office operations and accounting
- Working knowledge of relevant computerized treasury systems
- Ability to organize, lead, and manage a large team
- Good interpersonal skills and strong analytical abilities
- Able to apply best commercial banking practices to channel payments through the international correspondent banking network in a timely, secured, and cost-efficient manner
- Excellent oral and written communication skills in English
- International experience working in several countries
8. IMPORTANT INSTRUCTIONS:

Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
