Job Description

Description The Senior Urban Planner/Team Leader will (i) provide overall organization and
management of the Team and for data collection and analysis, sector assessment, economic studies, preliminary engineering design, and preparation of master bidding/procurement documents; (ii) guide, supervise, and coordinate the work of all team members; and (iii) take overall responsibility for preparing reports and consolidating reports prepared by all team members. The expert will be responsible for: (i) the development of strategic directions for the sector and/or service; (ii) quantitative analysis of the sector’s contribution to growth, poverty reduction, gender and development, and inclusiveness (or, inversely, the extent to which it is a
binding constraint); (iii) the list of success factors for better performance using appropriate tools and processes (e.g., city economic development analysis, prospects and strategic planning); and (iv) gender equality and social inclusion goals that will be considered in the preparation of this economic development plan; and relevant gender information that will be integrated into the economic profile and economic development perspective report. The consultant will: (i) review the economic potential and environment, particularly to advise on sectors/subsectors to be developed such as (but not limited to) water supply and drainage, roads, etc.; (ii) incorporate the design of the economic corridor and location of industry into the project; (iii) identify infrastructure that will help the urban economies in the 2 selected city regions; (iv) provide assistance in the selection of eligible subprojects using subproject selection criteria; and (v) oversee the work of economists, engineers and other experts on team including urban planner, etc., and ensure findings are incorporated and adapted into the economic situation in the country. The expert will take an active role in supporting the development and integration of urban planning frameworks, strategies and action plans focusing with special focus on economic corridor and transport sector development, though not exclusively. Qualifications Required • A minimum of a Bachelor’s degree in urban economics with a post-graduate or Master’s degree specializing in urban and regional economic development.
• A minimum of 15 years’ experience in preparing integrated city and regional economic development strategies and plans where the focus is on growth, investments and urban
• A minimum of 10 years’ experience of working in Asia, especially in South Asia. Previous experience in Bangladesh is preferred though this is not essential.
• Previous experience of leading and supervising multi-sector international and national consulting teams to prepare investment projects in pre-feasibility or PPTA for international agencies such as the ADB is essential.
• The team leader will have excellent English language speaking, writing and presentation skills regeneration.
