National Senior Village Track Engineer (SVTE)
Timing: 6 months month
October 2021 to March 2022
Background
The Liberian Swedish Feeder Roads Project is planning to construct a number of village access tracks in Bong, Lofa and Nimba counties in 2022. This will follow on from a pilot in Bong county in 2021. The consultant will take overall responsibility to support the development of village access tracks, work closely together with the team leader, project director, the other team members and the Liberian counterparts and will be jointly responsible for the timely preparation of assignment outputs.
Requirements:
- Extended knowledge and experience of QGIS
- Degree in Civil Engineering
- At least 8 years of relevant experience
- Exprience of Village Access Tracks
- Good working knowledge of MSOffice
Tasks:
- Assist in the selection of tracks utilising Multi-Criteria Analysis and Geographical Information Systems (QGIS)
- Undertake a review of the capacity of the supervisor/management resources in the counties and assist in training programmes to increase their capacity
- Monitoring and advising the counties of Bong, Lofa and Nimba on the management of the village access tracks.
- Ensure proper documentary management by CBOs to enable them to easily present requests for payment
- Assist in procurement of local consultants to supervise track construction in counties
- Oversee any local consultants recruited to assist in the supervision of the tracks
- Providing training and mentorship for national professionals and technical staff on supervision/monitoring task of routine/periodic maintenance and gravel road maintenance work
Reporting
The SVTE will provide inputs to agreed project milestones and deliverables including:
- Soft and hard copies of GIS maps showing location of tracks.
- Quarterly Progress Reports.
- Annual Report
