EWMI is seeking to engage the services of a consultant to design and deliver a training course for its US employees and design and propose a cost effective training for non-US based employees on Sexual Harassment in the Workplace: Preventing Unethical Behavior
Background
In 2018, New York State and New York City both issued new requirements and measures to combat workplace sexual harassment that must be implemented. Under these new obligations, employers must adopt anti-sexual harassment policies and provide training to employees, among other things. The New York State Department of Labor (NYSDOL) and New York City Commission on Human Rights (NYCCHR) issued guidance and materials pursuant to these requirements. By October 9, 2018, these laws will take effect and employers in New York State must adopt sexual harassment prevention policies that include complaint procedures and provide sexual harassment prevention training annually to all employees.
Furthermore, in June 2018, one of EWMI’s major donors, USAID, added a requirement for US partners such as EWMI that states: “In accordance with the internal control requirements on 2 CFR 200.303, which require the recipient to establish standards of conduct for its employees, the recipient must ensure that all its employees adhere to these standards of conduct in a manner consistent with the standards for United Nations (“UN”) employees in Section 3 of the UN Secretary-General’s Bulletin – Special Measures for Protection from Sexual Exploitations and Sexual Abuse (ST/SGB/2003/13) which was subsequently updated by ST/SGB/2008/5 “Prohibition of discrimination, harassment, including sexual harassment and abuse of authority”.
EWMI is seeking a consultant services who will provide trainings on Sexual Harassment in the Workplace that will be in compliance with the City and the State of New York and with UN’s ST/SGB/2003/13 provisions for US based employees, and propose a cost effective approach to training non-US offices on requirements consistent with UN’s ST/SGB/2003/13 provisions.
Proposed Approach
EWMI will hire a consultant that will conduct a training course to US based employees and develop training materials and propose a cost effective training program to non-US based employees. The training for US-based employees should be in compliance with the City and State of New York and that of UN requirements. The training for non-US based employees should be in compliance with UN requirements.

The Consultant will work closely with the Director of Internal Audit and/or with the Executive Vice President.
Estimated Level of Effort
We expect the consultant to deliver this training live to our US based employees.
We expect the consultant to propose a cost effective training for our non-US based employees such as train the trainer, a web-based training (webinar) or an online training that the employee can access at any time at any place.
