Project Overview

The Transform Digital Spaces (Transform) Activity is a three-year global pilot initiative funded by USAID and led by IREX which supports practical approaches to preventing, mitigating, and responding to Technology-Facilitated Gender Based Violence (TFGBV), with a focus on addressing violence experienced by women in politics and public life. The Transform Activity is co-implemented by a consortium of partners that includes Pact.

Position Purpose

As part of Transform’s efforts, Pact is seeking a consultant with demonstrated professional experience working in fields related to gender-based violence (GBV), with knowledge of GBV referral processes, GBV service providers, and case management. The successful applicant will also be familiar with TFGBV as a form of GBV which is a growing global concern. The successful applicant will also have demonstrated experience conducting literature reviews, planning, and conducting KIIs and FGDs, and will be able to bring their professional expertise to reviewing tools that are under development for a TFGBV referral pathway toolkit that will be used primarily by organizations providing services and referrals to GBV survivors.

Key Responsibilities

· Review the draft TFGBV Referral Pathway Toolkit (in English)

· Conduct a rapid literature review of country-specific GBV referral pathways and case management practices to validate and add relevant recommendations for the Toolkit, such as mandatory reporting laws specific to each country.

· Collaborate with Transform’s country-based staff to develop a list and contact information for targeted, rapid KIIs that the consultant will schedule and conduct to collect additional information on mechanisms that survivors can use to report TFGBV, including with political institutions.

· Collaborate with country-based Transform staff to plan and conduct one focus group discussion (FGD) with organizations that provide services for survivors of GBV. The FDG may be virtual or in-person, and will ask the participating organizations for their responses to key elements of the TFGBV Referral Pathway Toolkit and on their perspectives on how to best integrate the Toolkit into organizational workflows.

· Develop a communication list (e.g., an email list or other mass communication mechanism) with provided information for Transform to use for contacting GBV service-providing organizations for future communications.

Qualifications
