PROJECT SUMMARY:
Through the USAID-funded Health Technical Assistance Project (BANTU), Palladium rapidly recruits and deploys specialized short- and long-term technical assistance to support USAID, USAID-funded programs, the Government of Indonesia (GOI), and other organizations and agencies as required.
Indonesia has introduced a three-pillar social security system, namely: Social Assistance, Compulsory Savings and Social Health Insurance. As part the GOI’s social health insurance program (JKN - Jaminan Kesehatan Nasional), the Social Health Insurance Provider (BPJS Kesehatan) was launched on January 1, 2014. The goal is to reach Universal Health Coverage (UHC) by 2019. The Law on Health Social Security Providers (No. 24/2011), elaborating the implementation of the National Social Security System, stipulated universal health insurance to commence in 2014. Under this law, DJSN is also mandated to conduct analyses to inform and policy development to improve the implementation of JKN.
Job Summary:
USAID is seeking two part-time positions as follows: one short-term Senior Statistician (Indonesian local hire for up to 60 days over a one-year period) and one short-term Junior Statistician (Indonesian local hire for 150 days over the course of one year). These individuals would be seconded to the National Social Security Council in Indonesia (DJSN - Dewan Jaminan Sosial Nasional). Both will work, under the technical guidance and direction of the Senior Health Finance Adviser (also seconded to DJSN). These short-term placements are designed to assist DJSN to generate evidence in order to catalyze increased domestic resource allocation for the health sector, while reducing out-of-pocket payments; and improving resource allocation for achieving better population health outcomes. They will bring specialized skills and experience, providing evidence to DJSN in its oversight role of the implementation of the national social security system, with a specific emphasis on JKN and reaching Universal Health Coverage (UHC) by 2019. As such, the Statisticians will serve as data analysts to DJSN in exploring both P-care and JKN hospital claim databases and as provide technical support in data analysis to USAID, for exploring the evidence related to for MCH, TB and HIV programming.
Senior Statistician:
* At minimum a Master Degree, PhD preferred, in biostatistics, or other related to big data analytical work
* Minimum of 5 year of experiences in analyzing health care data, especially with large data or large survey
* Demonstrated familiarity with JKN and especially CBG payment systems
* Excellent communication skills and able to communicate in both English and Bahasa Indonesia
* Having publications in health care or public health is a plus
* Ability to allocate at least two days per week of her/his time to DJSN work (40% time)
* Ability to conduct domestic travel
Junior Statistician:
* At minimum a Master Degree related to biostatistics, or other related to population survey analytical work
* Demonstrated experience analyzing health care data, especially with large data sets or large surveys
* Demonstrated familiarity with JKN and especially CBG payment systems
* Excellent communication skills and able to communicate in both English and Bahasa Indonesia
* Ability to allocate at least two to three days per week of her/his time to DJSN work (40% time)
* Ability to conduct domestic travel
SALARY RANGE: Commensurate with experience and salary history
