Project title: Technical Assistance Support to the Implementation of the Transformation Triggering Facility (TTF) in Ethiopia
Brief description of the project: The Transformation Triggering Facility (TTF) is a project designed to support Ethiopia in its economic transformation. Through targeted interventions in selected sectors and institutions, the TTF aims to contribute to transformative and poverty reduction growth, with particular industrial firms making investment, creating jobs and improving productivity.
The Ethiopian Government had in November 2010 introduced its new five-year Growth and Transformation Plan (GTP), 2010-2015. Its main goal is the eradication of poverty and the achievement of middle income country status by 2023.
Ethiopia is resolved to build an economy based on a modern and productive agricultural sector with enhanced technology and an industrial sector that plays a leading role in the economy. The GTP is built on seven pillars, most of which TTF intends to contribute to sustainable and equitable economic growth, maintaining agriculture as the major source of growth, crating the condition for promoting industrialisation, building capacities and promoting the role of youth and women. Even though agriculture will continue to be key driver of economic development, greater emphasis is being placed to expand the role of the industrial sector as sources of growth and employment.
In January 2011, the Government of Ethiopia and the EU Delegation proposed utilization of €35 million of the 10th EDF National Indicative Programme (NIP) to develop a new approach that would finance some of the transformational elements of the GTP. The result is the transformation Facility (TTF) that will focus on strategic, triggering interventions to support the implementation of the GTP and in particular Ethiopia’s economic transformation focusing on promotion of high value exports, import-substitution and expansion of tertiary education, research and innovation. TTF has four main components:
Description of the assignment: The expert will work on the establishment of legal entities for the Ethiopia-EU Business School) (further referred as the School) and the Business Innovation Centre (further referred as the Centre) to function legally within the framework of Addis Ababa University.
Services to be provided:
Duration and commencement date of the assignment: 10 working days in Addis Ababa in the period from January – March 2015
Requirements:
Qualifications and skills
- Minimum Master degree in Law
- Certificate or equivalent authorisation allowing legal practice in Ethiopia
- Fluent in English and Amharic
- Excellent reporting and communication skills
General professional experience
- Knowledge of Ethiopian legislation that regulates establishment of legal entities
- Competence and practical experience (in rendering legal services) in establishment of legal entities in Ethiopia, including registration documentation procedures
Specific professional experience
- Experience in practical advisory in/for establishment of legal entities to be provided to founders
- Knowledge and practical experience of and with Ethiopian legislation for non-profit and public legal entities and their establishment
- Knowledge of Ethiopian university legislation, in particular that of Addis Ababa University would be an advantage
