Job Description

Background

This assignment is part of PCDs Strategic Grain Reserve Support Programme. The objective of PCDs SGR programme is to enhance management of grain reserves and enable Home Grown School Feeding linkage.

The programme is structured around four work streams: knowledge base, partnerships, technical assistance and new technology.

Nigeria is a key country for this initiative. The SGR agency in Nigeria is the SGR Department under the Federal Ministry of Agriculture and Rural Development.

The consultant will work with the designated officers of the SGR department.

Objectives of Assignment

The objectives of the consultancy are described below.

  1. To undertake a situational analysis of SGR in Nigeria
  2. To undertake a Technical Needs Assessment of the SGR department

Expected Deliverables

The consultant will be expected to deliver a detailed situation analysis report including technical needs assessment. It could be a single report or two separate reports to be submitted concurrently.

Person Specification

The individual should hold at least a post graduate degree in the social sciences preferably in economics, law, development studies, public policy or a relevant field and have at least four years’ experience in the relevant area.

In addition he/she must have the following qualifications:

  • Professional consulting experience in the field of public policy, food policy, agriculture and/or programming
  • Sound understanding of key issues in grain reserves/buffer stocks and agriculture markets
  • Prior experience of working with government departments on technical assistance projects
  • Experience working is the region will be desirable

2) Strengthen the capacity of education sectors in low and middle income countries: PCD provides expert support of government planning for SHN activities, providing high quality training of educationalists and public health professionals and supporting other sectors’ participation in SHN activities.

3) Improve, collect, share and disseminate knowledge: PCD enhances the SHN through a variety of media ranging from websites, interactive forums and publication of hard copy documents that serve to enable advocacy, policy and planning for SHN practitioners.

4) Strengthen global, regional, national and local partnerships: PCD enables global policymakers and planners to share ideas, innovations and experience. We facilitate consensus building towards good practice in SHN at global, regional, national and local levels, as well as supporting effective programme coordination and implementation.
