Background

In line with dispatch No. 064/PM/VII/2020, of 27 July, the Prime Minister of the Republic of Timor-Leste, delegated the Deputy Prime Minister the coordination of the Government’s Social Affairs portfolio, namely the duties within the scope of the Ministries of Social Solidarity and Inclusion (MSSI), Health (MoH), Education, Youth and Sports (MoEYS), and Higher Education, Science and Culture. In order to support the Deputy Prime Minister, the cabinet is looking for a highly trained individual to oversee the coordination, harmonization, development and monitoring of programs in the existing social affairs portfolio across those Ministries.

At the Government of Timor-Leste’s request, this position will be supported by the Government of Australia (DFAT) through the Australia Timor-Leste Partnership for Human Development (ATLPHD) program. ATLPHD supports the Timor-Leste Government to deliver higher quality and inclusive services in primary health, basic education, and social protection.

About the Position

The Social Affairs Adviser will provide specialized technical support to coordinate, harmonise, monitor and evaluate the Government’s social affairs programs and projects developed and implemented by the Ministries of Social Solidarity and Inclusion, Health, Education, Youth and Sports, and Higher Education, Science and Culture, as well as supporting the development of projects within the scope of Ministry of Social Solidarity and Inclusion. The Adviser will serve as an Adviser to the Deputy Prime Minister and report to the Chief of Cabinet.

The main responsibilities of the Social Affairs Adviser are:

  • Work on harmonizing program policies and strategies for the social affairs sector from the different government departments of the target Ministries in line with the National Strategic Plan 2011-2030 and the program of the VIII Constitutional Government
  • Assess the availability of policy, legal and operational instruments and resources, propose improvements, and oversee coordination and development of these, as necessary
  • Facilitate effective linkages and collaboration across the Planning Departments of the target Ministries and UPMA, to plan, cost, implement, assess and report on the social affairs strategies and programs
  • Provide advice to health, education and social protection pillars of ATLPHD to improve coordination and impact of programs activities in support of the Government of Timor-Leste

The successful candidate will bring:

  • Master or Postgraduate degree in the areas of management, education, public health, or social and development policy.
  • Minimum 10 years’ professional experience in a relevant field
  • Experience in leadership and advisory roles in the public sector
  • Experience in training and mentoring
  • Interpersonal skills with high level of analytical and problem-solving skills
  • Proficiency in Tetum, Portuguese; knowledge of English and Indonesian desirable
